Participating in giving comments on the draft Law on Housing (amended) on the afternoon of August 29, delegate Nguyen Thien Nhan (Ho Chi Minh City delegation) suggested that there should be a principle of housing development following the scale of population growth and the urbanization process.

Citing other countries such as Japan and China, delegate Nguyen Thien Nhan said that housing construction along with population growth should not be excessive. Therefore, the delegate realized that housing development needs to pay attention to population fluctuations associated with urbanization.

Second principle, delegate Nhan said, housing development and housing provision for people need to be linked to people's actual income.

The delegate also suggested that the concept of “accommodation” should be removed and that it should be used as “social housing”, social housing for workers, and that accommodation and social housing for workers should not be located in industrial zones (because industrial zones should only focus on production and business). Therefore, he suggested that the drafting committee should consider and weigh these issues.

Regarding the provincial housing development plan, delegate Nguyen Thien Nhan proposed that the provincial housing development plan should include regulations on commercial housing.

Also contributing comments, delegate Nguyen Thi Suu (Thua Thien - Hue delegation) stated that the Housing Law only regulates housing and housing business, land and land business, so it should be regulated in the Land Law and the Law on Real Estate Business.

According to the delegate, the issues that need attention in both theory and practice are determining ownership rights so that home owners have the right to manage, use, dispose of and enjoy benefits.

Currently, there are social housing, commercial housing and apartment buildings. Delegates believe that it is necessary to distinguish between the infrastructure structure as well as the location of these 3 types of houses associated with regulations on scale and function to promote the value of each type of housing infrastructure and avoid disrupting planning, aesthetic space...

Ensuring housing for armed forces

Commenting on housing for the armed forces in the draft revised Housing Law, delegate Nguyen Thi Xuan (Dak Lak delegation) stated that the armed forces are a special force. Therefore, it is necessary to first determine that housing development for the armed forces is the responsibility of the State, directly the Ministry of National Defense and the Ministry of Public Security.

Delegate Nguyen Thi Xuan proposed that the regulations on subjects eligible to rent public housing should separate the subjects eligible to rent public housing belonging to the Ministry of National Defense and the Ministry of Public Security.

Regarding the form of implementing social housing support policies, delegates proposed to study and adjust in the direction that the armed forces are given priority to buy, rent, and purchase social housing; and are given priority to borrow capital to buy, rent, and purchase social housing and housing for the armed forces.

Regarding the housing development plan for the armed forces, delegates suggested that it is necessary to study the direction that the Ministry of National Defense and the Ministry of Public Security are responsible for approving the housing development plan for the armed forces. Provincial People's Committees are responsible for arranging suitable land funds to develop housing for the armed forces.

Delegate Nguyen Hai Hung (Hai Duong delegation) also said that the draft Law has many regulations for this subject, demonstrating the great concern of the Party and State for the armed forces in the housing issue.

Giving comments, delegates proposed to add armed forces to be supported in resolving the sale, lease-purchase, and rental of social housing for subjects in the armed forces.

In Article 102 on land for housing development for the people's armed forces, the Hai Duong delegation proposed to add 1 clause: National defense and security land currently used by military and police units but not required for national defense and security purposes in the planning can be converted to residential land according to the provisions of the Land Law to develop housing for the armed forces .
