Determined to complete the elimination of temporary and dilapidated houses by 2025

With the determination to complete 100% of temporary and dilapidated houses in the province before December 31, 2025, Phu Tho province has mobilized the drastic participation of the political system from the province to the grassroots level, the joint support of agencies, units, businesses, philanthropists and the efforts of households... to complete the above goal.

According to the report of the Vietnam Fatherland Front Committee of Phu Tho province, in recent years, the work of eliminating temporary and dilapidated houses has always received special attention from Phu Tho province. In 2024, the "For the Poor" Fund in the province supported 519 policy households and households in difficult circumstances to eliminate temporary and dilapidated houses. Of which, 474 new houses were built, 45 houses were repaired, and 439 houses were started and put into use for households under the National Target Program for Socio-economic Development in Ethnic Minorities and Mountainous Areas. Since the beginning of 2025, the Steering Committee for the elimination of temporary and dilapidated houses in the province has directed the Steering Committees of districts, cities and towns to start and put into construction for 305 houses.

With the determination to complete 100% of temporary and dilapidated houses in the province before December 31, 2025, based on an urgent review of 256,000 people with revolutionary contributions; over 67,000 social protection beneficiaries receiving monthly social allowances; 15,983 poor households, 13,212 near-poor households, the Provincial Steering Committee for the elimination of temporary and dilapidated houses has approved the number of temporary and dilapidated houses in the province that need support up to this point is 3,372 houses.

Of which, the need for new construction is 2,016 houses, the need for repair is 1,356 houses. Divided by target groups: Poor households, near-poor households are 1,995 households; households with meritorious services to the revolution are 1,265 households; households under the National Target Program for Socio-Economic Development in Ethnic Minorities and Mountainous Areas are 112 households. To eliminate these temporary and dilapidated houses, Phu Tho province needs resources of over 161 billion VND.

According to Mr. Luong Ngoc Thach, Vice Chairman of the Vietnam Fatherland Front Committee of Phu Tho province, the number of temporary and dilapidated houses in the province is quite large, while the process of eliminating temporary and dilapidated houses still faces many difficulties such as: Many households are stuck with land and planning issues; some households due to particularly difficult circumstances do not have the ability to respond to build new or repair houses. To overcome these difficulties, the Provincial Steering Committee has requested all levels, sectors, and localities to be proactive, determined, dynamic, and creative in implementing the program; each member of the Steering Committee, the person assigned to be in charge of the area must grasp the situation of each household according to the issued schedule, thereby being more proactive, urgent, responsible, and active in resolving land-related issues for households; organizing inspections, monitoring, and urging the implementation of the program in localities to ensure the set schedule.

In the coming time, the Steering Committee for the implementation of the elimination of temporary and dilapidated houses in the province continues to request the Steering Committee for the implementation of the elimination of temporary and dilapidated houses in districts, cities and towns to focus on resolving households with land-related problems, implementing procedures for changing land use purposes, allocating land, and granting land use right certificates to households and individuals who meet the prescribed conditions. Coordinate and advise on mobilizing resources to support the elimination of temporary and dilapidated houses in the province. At the same time, strengthen the inspection, urging and supervision of the implementation of the mobilization and support for the construction of the elimination of temporary and dilapidated houses.

Strive to basically complete all new construction and repairs for households with legal residential land by June 30, 2025, and put the works into use in July 2025. By September 30, 2025, basically complete the work for households with temporary houses, dilapidated houses that still have difficulty in housing land and households with especially difficult circumstances who are unable to pay for housing. Complete all contents of the Plan by December 31, 2025.
