Developing industrial clusters in a sustainable direction

In recent years, along with investing in industrial parks, our province has also devoted many resources to promoting the development of technical infrastructure of industrial clusters (ICs), thereby creating conditions for small and medium enterprises, industrial production establishments, and small-scale handicrafts to access land and have locations to develop production and business.

According to the Ninh Thuan Provincial Planning for the period 2021-2030, with a vision to 2050, the province will develop 19 industrial clusters by 2030 with a total area of ​​770 hectares. In the province, there are currently 6 industrial clusters that have been established, implementing investment procedures and building technical infrastructure with an area of ​​over 264 hectares, including: Thap Cham Industrial Cluster 23.48 hectares; Quang Son 50.28 hectares, Phuoc Tien 40 hectares, Hieu Thien 50 hectares, Phuoc Minh 1 and 2 over 100 hectares.

Among the established industrial parks, only Thap Cham industrial park has completed technical infrastructure investment and come into operation. With an area of ​​23.48 hectares, Thap Cham industrial park has a total industrial and service land area of ​​18.27 hectares; it has currently received 13 secondary investment projects (10 of which have come into operation), reaching a 100% occupancy rate of industrial and service land area. In addition, Quang Son industrial park with a scale of 50 hectares has basically completed technical infrastructure works including the following items: Internal traffic roads, drainage system, wastewater treatment plant, water supply system, and electricity supply. Currently, the Project Management Board is implementing the remaining items to soon complete the project and put it into operation in 2024.

The remaining industrial parks are all in the process of site clearance (GPMB), implementing related procedures, and have no investment projects for production, but the implementation process is also facing many difficulties. For example, the Phuoc Tien Industrial Park project (Bac Ai) was established in 2021 with an area of ​​40 hectares, invested in infrastructure construction by Truong Hy Toan Cau Company Limited; up to now, the procedures are still stuck in the procedure of requesting to change the purpose of using the forest land area, but currently, through urging, the investor has not completed it. Hieu Thien Industrial Park, Phuoc Ninh Commune (Thuan Nam) was also established in the past 2 years with an area of ​​50 hectares, invested in technical infrastructure construction by An Khanh Investment Company Limited, but there are still problems with GPMB and the investor has not yet transferred the advance payment for compensation and support for GPMB to the Land Fund Development Center of Thuan Nam district to make payments to households. Phuoc Minh 1 and 2 Industrial Parks were established in 2023 with a total area of ​​over 100 hectares and are expected to be completed by the end of 2025 and early 2026. Currently, the projects are in the process of establishing detailed construction plans and completing legal procedures for site clearance and starting the project in 2024. However, the implementation results of some work items are behind schedule compared to the approved schedule.

According to the plan to develop industrial parks in Ninh Thuan province in the period of 2021-2030, the province will attract investment in 13 more industrial parks with a total area of ​​480.28 hectares, including: Phuoc Dai, Phuoc Tien 1, Tri Hai, Phuoc Dan, Loi Hai 1, Loi Hai 2, Phuoc Nam 1, 2, 3, 4, 5 industrial parks; seafood processing industrial parks and Phuoc Minh 3 industrial parks.

In order to solve difficulties and obstacles in developing industrial clusters, creating conditions for small and medium enterprises, individuals and households to have more opportunities to access land, have locations to develop production and business, solve on-site jobs, and create income for rural workers, the Provincial People's Committee has directed relevant sectors and units to overcome shortcomings, be more proactive and active in consulting work, improve the effectiveness of industrial cluster management, ensure the right direction, and truly promote the role and effectiveness of industrial clusters. At the same time, strengthen the inspection and supervision of the implementation of infrastructure construction projects in accordance with detailed planning and on schedule, especially for environmental protection works; proactively grasp the situation, resolve difficulties and obstacles for enterprises; Urge and guide investors to implement procedures and processes for investment and construction, attract organizations and individuals to participate in production, business, and manage industrial parks strictly and in accordance with regulations.

Comrade Vo Dinh Vinh, Director of the Department of Industry and Trade, said: To implement the plan to develop industrial parks, districts and cities are reviewing, adjusting and supplementing the land use targets for industrial parks in the 5-year provincial land use plan 2021-2025 in accordance with the plan to develop industrial parks in Ninh Thuan province in the period 2021-2030, with a vision to 2050; speeding up the progress of adjusting rural planning projects as a basis for investors to immediately develop detailed construction plans to ensure compliance with the planning level. In the coming time, localities will thoroughly handle the difficulties and problems in site clearance work to implement technical infrastructure projects for industrial parks, promptly complete land allocation procedures for investors, and thoroughly resolve outstanding issues regarding compensation and site clearance work for projects. Relevant sectors and units need to urgently organize the determination of specific land prices, as a basis for determining land rental prices to implement production and business projects in the industrial park; complete investment in Quang Son industrial park, creating the ability to attract investment projects. In addition, organize inspections and examinations of the operation status of investment projects, compliance with investment laws for current projects in the industrial park; guide, remind and correct investors' compliance with laws, contributing to improving the efficiency of investment projects and the efficiency of using land funds for industrial development.
