Vinh Phuc, together with the whole country, is promoting the revolution of streamlining the organizational apparatus, creating momentum to bring the country into a new era - the era of national advancement. In that context, setting an example for each cadre and party member who retires before the prescribed retirement age and retires according to regulations is an important factor to help the streamlining process to be implemented smoothly, stabilize the apparatus soon and put into operation, promoting effectiveness and efficiency.

Closely following the content, orientation and plan of the Central Steering Committee and the Politburo on the arrangement and streamlining of the apparatus in state agencies, the Provincial Party Committee and the Provincial People's Committee issued many documents and plans to direct and assign specific tasks, and provide detailed completion times and roadmaps for each agency, unit and locality subject to streamlining and arrangement.
This process will reduce the cumbersome and overlapping functions and tasks, save the state budget, allocate resources for infrastructure investment, social security, economic development, and improve the material and spiritual life of the people.
With that meaning, right from the beginning of implementation, the policy of streamlining and streamlining the organizational apparatus has received the consensus of the majority of cadres, party members and people. However, for this revolution to be successful, the cadres and party members must uphold the spirit of responsibility, set an example in performing their tasks in the spirit of putting the common interest above all, boldly innovating, creating, making breakthroughs, and courageously sacrificing interests for the country to develop.
In the process of implementation, to solve the problem of surplus cadres after the merger, it is necessary to have examples of accepting disadvantages and voluntarily retiring early to stabilize the organization soon. Especially, when those cadres and party members hold important positions, as heads of agencies, units and localities, they will have stronger impacts and spread.
Recently, comrade Nguyen Danh Cuong, Head of the Propaganda Department of the Phuc Yen City Party Committee and Director of the City Political Center, voluntarily wrote a resignation letter more than 3 years in advance. After 33 years of working, having held many positions, he always upheld the sense of responsibility and revolutionary qualities of a cadre and party member, successfully completed the assigned tasks, and made an important contribution to the development of the locality.
Comrade Nguyen Danh Cuong said: According to the Central's policy, Phuc Yen city merged the Propaganda Department and the Mass Mobilization Department into the Propaganda - Mass Mobilization Department of the City Party Committee. After the merger, the new agency has 2 heads and 4 deputy heads, 3 committee members and 2 female members who are still eligible for re-election.
Therefore, I decided to apply for early retirement to create conditions for the Party Committee members and female comrades to continue to contribute and participate in building and developing the locality as well as create favorable conditions for the arrangement and streamlining of the apparatus.
Comrade Nguyen Thanh Hai, Provincial Party Committee member, Secretary of Phuc Yen City Party Committee, after 37 years of work, also voluntarily retired 14 months early. He affirmed: The revolution of streamlining and organizing the apparatus has received high support from the entire political system. Vinh Phuc province has been implementing this revolution synchronously and effectively. However, the arrangement has led to a surplus of cadres in agencies, units and localities.
As Secretary of the City Party Committee, I feel that I need to be responsible for creating favorable conditions to help the organization solve personnel problems. Therefore, I voluntarily wrote a letter of early retirement. This is a necessary and important task for the organization to soon select young cadres to take on the position of Secretary of the City Party Committee, continue to lead the locality to develop more and more, contributing to bringing the country into a new era - the era of national development.
Up to now, implementing the policy of "The Central Government does not wait for the provincial level, the provincial level does not wait for the district level, the district level does not wait for the grassroots level", Vinh Phuc has actively implemented Resolution No. 18 of the Party Central Committee "Some issues on continuing to innovate and reorganize the apparatus of the political system to be streamlined and operate effectively and efficiently".
Of which, nearly 300 cadres, civil servants and public employees voluntarily resigned from work, enjoying early retirement and resignation policies and regimes according to Decree No. 177/2024 and Decree No. 178/2024 of the Government when reorganizing the apparatus.
The exemplary and pioneering role of cadres and party members, especially the exemplary role and willingness to accept disadvantages and sacrifices of the heads of agencies, units and localities, has created a strong effect and is an important source of strength for Vinh Phuc to continue to successfully carry out the revolution of streamlining the organizational apparatus, contributing to strengthening the trust of cadres, party members and people in the major policies of the Party and State.
