Established in 1889, the Inter-Parliamentary Union (IPU) now has 179 member parliaments. The National Assembly of Vietnam joined the IPU in 1979. In 2010, the 122nd IPU Assembly in Bangkok (Thailand) adopted a landmark resolution on youth participation in the democratic process. In that spirit, in 2013, the IPU established the Forum of Young Parliamentarians. Then, in 2014, the IPU established an annual global conference mechanism bringing together young parliamentarians from around the world - the Global Conference of Young Parliamentarians. To date, 8 global conferences of young parliamentarians have been held with different themes.

Speaking to the press ahead of the 9th Global Young Parliamentarians Conference hosted by the Vietnamese National Assembly, Chairman of the National Assembly's Foreign Affairs Committee Vu Hai Ha, Deputy Head of the Conference Organizing Committee, emphasized that implementing the foreign policy of the Party and State, the Vietnamese National Assembly has actively and proactively participated in bilateral and multilateral foreign affairs activities. Vietnam has become a member of the Inter-Parliamentary Union since 1979, a member of the ASEAN Inter-Parliamentary Assembly (AIPA) since 1995, a founding member of the Asia-Pacific Parliamentary Forum (APPF), a member of the Asia-Europe Parliamentary Partnership (ASEP) and many regional inter-parliamentary organizations.

Implementing Directive 25-CT/TW of the Secretariat on promoting and enhancing multilateral diplomacy until 2030, the National Assembly has been very active and proactive in participating in forums, demonstrating an active, proactive and responsible role in contributing, building and forming the "rules of the game" of these forums. In particular, for important forums such as: IPU, AIPA, APPF... Vietnam has made very positive contributions.

Typically, Vietnam successfully organized the 132nd Inter-Parliamentary Union Assembly (IPU-132) in 2015, which was highly appreciated by international friends, as a very important step contributing to the process of building the United Nations 2030 Agenda for Sustainable Development. Currently, countries still refer to the Hanoi Declaration as a model for parliaments to continue implementing the goals of this Declaration.

Vietnam has also proactively participated in all IPU activities, organized important conferences, and contributed to the goals that parliaments of countries strive to achieve together through their functions such as legislation, supervision, and budget decisions to achieve sustainable development goals.

For AIPA, Vietnam has contributed initiatives and contents to the adopted resolutions to maintain peace, stability, security, safety, freedom of navigation and aviation in the East Sea, cooperation and effective exploitation of Mekong River water resources... In terms of economy, Vietnam has contributed contents on green transformation, digital transformation, equitable energy transformation; ensuring employment, fairness, social security...

By hosting the 9th Global Conference of Young Parliamentarians, Vietnam continues to demonstrate its role and responsibility towards the international community; promoting the role of young parliamentarians and young people in solving global challenges, contributing to the implementation of the United Nations 2030 Agenda for Sustainable Development.

The conference is a continuation of the previous proactive and positive activities of the Vietnamese National Assembly to solve global issues through the trend of digital transformation and innovation to make progress in keeping up with the goals set in the current development stage of Vietnam as well as in the world.

According to Chairman of the National Assembly's Foreign Affairs Committee Vu Hai Ha, for the 9th Global Young Parliamentarians' Conference, we chose the theme: "The role of youth in promoting the implementation of the Sustainable Development Goals through digital transformation and innovation". The fact that the Vietnamese National Assembly proposed this topical theme has been highly appreciated by international friends. Our goal is to promote the contribution of youth to the United Nations' agendas and through current development trends in the world such as digital transformation and innovation.

Another highlight is that we bring culture and people into sustainable development. Therefore, the three topics of this conference revolve around the topics of digital transformation, startups and innovation, cultural values and people in sustainable development. Vietnam wishes to contribute to global discussions on the orientation to best implement sustainable development goals in the coming time.

With the participation of many young parliamentarians from around the world, Chairman of the National Assembly's Foreign Affairs Committee Vu Hai Ha hopes and believes that young parliamentarians will make positive contributions through the activities and functions of the National Assembly/Parliament, which are to legislate, build institutions, supervise, and decide on important issues.
