Speaking at the 9th Global Conference of Young Parliamentarians, Secretary General of the Inter-Parliamentary Union Martin Chungong said that Vietnam plays a role as a beacon in empowering young people in technology.
This morning, September 15, in Hanoi, the opening session of the 9th Global Conference of Young Parliamentarians took place with the theme "The role of youth in promoting the implementation of sustainable development goals through digital transformation and innovation".
Attending the conference were Politburo member, National Assembly Chairman Vuong Dinh Hue; Politburo member, Standing member of the Secretariat, Head of the Central Organization Committee Truong Thi Mai; Politburo member, Standing Vice President of the National Assembly Tran Thanh Man, Head of the Organizing Committee of the 9th Global Young Parliamentarians' Conference; Mr. Le Hoai Trung, Party Central Committee member, Head of the Party Central Committee's External Relations Committee; Mr. Nguyen Anh Tuan, Party Central Committee member, Chairman of the Vietnam Young Parliamentarians' Group.
On the international side, there were Mr. Duarte, President of the Inter-Parliamentary Union (IPU); Mr. Martin Chungong, Secretary General of the IPU; Mr. Dan Carden, President of the Global Forum of Young Parliamentarians.
The conference was attended by more than 500 young parliamentarians and delegates from IPU member parliaments and representatives of international organizations; ambassadors, representatives of foreign diplomatic missions and international organizations in Vietnam.

Digital transformation for "oxygen" to overcome challenges
Speaking at the conference, Chairman of the IPU Young Parliamentarians Forum, UK MP Dan Carden, said he was honored to attend the conference. He shared his sadness about the natural disaster that occurred in Morocco. as well as the mini apartment fire in Hanoi.
The Chairman of the IPU Young Parliamentarians Forum said that the brutal image of the Vietnam War has been deeply imprinted in the minds of many people, and the country's thousands of years of development have been encapsulated in a period of war. However, that war has become a catalyst for the Vietnamese people to have the motivation to develop further, and at the same time, it is also a testament to the necessity of the globalization process, reminding us not to be caught up in narrow geopolitical competitive thinking.

Mr. Dan Carden said that the world is facing unprecedented problems in human history, crises that threaten our existence. Therefore, we all feel the urgency to solve common problems.
“It is time for us to overcome our differences and think about solutions from socio-economic perspectives, finding medium- and long-term solutions to global problems and challenges,” Mr. Dan Carden emphasized.

The President of the IPU Young Parliamentarians Forum expressed his pride that the IPU is breaking down barriers to more active participation of young people in politics. The presence of dynamic and enthusiastic youth in national parliaments is extremely important to address the challenges we face.
“Digital transformation has opened up a new world, a world with new challenges. Digital transformation has given us the “oxygen” to overcome challenges such as political division and have new opportunities,” Mr. Dan Carden emphasized.

At the conference, IPU Secretary General Martin Chungong delivered an impressive speech. Mr. Martin Chungong highly appreciated Vietnam for its significant progress in many fields, especially sustainable development and high-tech application.
“Vietnam is a beacon of youth empowerment in technology. We are pleased to see Vietnam’s strong commitment to combining the two issues of technology and youth empowerment. Such efforts help Vietnam become a pioneer in this field,” said Mr. Martin Chungong.

Mr. Martin Chungong said that at the 132nd IPU Assembly in 2015 held in Vietnam, the IPU launched the Sustainable Development Goals (SDGs). It was a special milestone and demonstrated our shared commitment to solving the world's most pressing problems. The Hanoi Declaration was adopted, helping to turn these goals into reality.
“However, making commitments alone cannot bring about change. It is our responsibility to turn words into actions,” said Martin Chungong.
He welcomed Vietnam for mainstreaming its commitments into concrete actions. Legislative bodies have enacted appropriate laws and reforms directly related to the SDGs, addressing issues such as poverty reduction, gender equality, environmental protection and climate change.

In his closing remarks, Mr. Martin Chungong emphasized: “As young people, playing a central role in this journey, your passion, enthusiasm and dedication in advancing the SDGs through digital transformation and innovation is a guiding light for all of us. IPU is proud to accompany and ready to support young people in this mission.”
Speaking at the conference, Mr. Nguyen Anh Tuan said: “From the opening speeches of National Assembly Chairman Vuong Dinh Hue and IPU Chairman Duarte, we, the young parliamentarians, are aware of our responsibilities and pledge to actively and effectively participate in the process of building and perfecting institutions and legal frameworks; and effectively participate in monitoring policy implementation.”
At the same time, Mr. Tuan pledged to convey the conference's message to young voters, helping them equip themselves with the necessary mindset, knowledge, and skills to be ready to take on this important mission, become global digital citizens, and spread Vietnamese values and cultural identity to the international arena.
