The 9th Global Young Parliamentarians' Conference contributes to network development, solidarity and capacity building, expanding the approach of young people and young parliamentarians to global issues.
From September 14-17, the Vietnamese National Assembly hosted the 9th Global Conference of Young Parliamentarians, with the theme: “The role of youth in promoting the implementation of the Sustainable Development Goals through Digital Transformation and Innovation”. The event continued to affirm Vietnam's active, responsible and proactive participation in the Inter-Parliamentary Union (IPU); at the same time, it showed Vietnam's attention and concern for youth and current global issues of youth.

This is an important multilateral parliamentary diplomacy event held this year, not only contributing to affirming the position and role of the Vietnamese National Assembly, a responsible member of the Inter-Parliamentary Union, but also a step to continue to concretize the Foreign Policy of the 13th National Congress of the Communist Party of Vietnam, bringing Vietnam to development and international integration.
The 13th National Congress of the Communist Party of Vietnam advocates a consistent foreign policy of independence, self-reliance, peace, friendship, cooperation and development; synchronously, creatively and effectively deploying foreign affairs activities, including Party diplomacy, State diplomacy and people-to-people diplomacy. Implementing this policy, in recent years, the Vietnamese National Assembly has deployed and strongly promoted the role of parliamentary diplomacy, continuing to bring Vietnam closer to international friends, contributing to enhancing mutual trust and understanding, and looking towards the future on the solid foundation of the interests of the people and the stable and sustainable development of each country. Parliamentary diplomacy, together with Party diplomacy, state diplomacy, and people's diplomacy, has contributed to creating a peaceful environment to serve the cause of national construction and defense. At this time, diplomatic activities have shifted their focus to sharing initiatives, promoting the proactive and active role of Parliaments of countries in contributing to the development and amendment of laws to join the Government in economic recovery and development and effectively resolving regional and international issues.
In 2010, a landmark Resolution on “Youth Participation in the Democratic Process” was adopted at the 122nd Inter-Parliamentary Union Assembly. In 2013, the Inter-Parliamentary Union (IPU) established the Forum of Young Parliamentarians, a permanent and formal mechanism, to enhance the quantitative and qualitative participation of young people in parliaments and in the IPU. This Conference mechanism brings together young parliamentarians from around the world to address issues of common concern and has been held eight times so far. The 9th Global Conference of Young Parliamentarians, hosted by the National Assembly of Vietnam, took place in Hanoi from September 14 to 17, strongly affirming the role and responsibility of the National Assembly of Vietnam in the Inter-Parliamentary Union.
In order to continue promoting the voice of the young generation in addressing global challenges, the 9th Global Meeting of Young Parliamentarians focuses on the role of young people in promoting the implementation of the Sustainable Development Goals through digital transformation and innovation. This is a content that is in line with the current inevitable trend and is considered a priority by many countries. This is also an area where young people in general, young parliamentarians and young National Assembly deputies in particular can promote their voices, especially when only 12% of the sustainable development goals are being implemented on schedule. Therefore, the discussion sessions of this Conference include: Digital transformation; Entrepreneurship and Innovation; Promoting cultural diversity for sustainable development, all of which are current world issues of interest to the IPU, parliaments of member countries and young parliamentarians.
Young Vietnamese parliamentarians have been actively participating in many parliamentary diplomacy activities, making practical contributions at multilateral and bilateral forums such as the IPU and the ASEAN Inter-Parliamentary Assembly (AIPA). Notably, at the 41st session of the ASEAN Inter-Parliamentary Assembly, the Vietnamese National Assembly for the first time proposed the initiative to organize an informal conference of young AIPA parliamentarians. This initiative received high consensus and was also an important historical milestone in the formation of a conference mechanism for young parliamentarians.

In the context of strong globalization, the 9th Global Young Parliamentarians' Conference continues to contribute to network development, solidarity and capacity building, expanding the approach of young people and young parliamentarians to global issues, while actively contributing to Vietnam's multilateral foreign affairs activities this year. Through the conference, young Vietnamese parliamentarians with talent, intelligence and responsibility continue to make positive contributions to realizing the goal of a Vietnamese National Assembly and a new and responsible Inter-Parliamentary Union for issues that have been and are happening globally.
