Implementing the policy of the Provincial Party Committee, People's Council, and Provincial People's Committee on supporting business development, in 2024, departments, branches, and localities in the province have synchronously deployed many practical solutions, creating a favorable investment and business environment for businesses. Thanks to that, the province has attracted 3,683 newly established enterprises, ranking 7th in the country, making an important contribution to the local economic growth.

Impressive numbers

According to the report of the Provincial Steering Committee for Enterprise Development, in 2024, the whole province had 3,683 newly registered enterprises, ranking 7th in the country (after the provinces and cities: Ho Chi Minh, Hanoi, Binh Duong, Dong Nai, Da Nang, Bac Ninh, Hai Phong), with a total registered charter capital of VND 25,533 billion. Notably, the average registered charter capital reached VND 6.93 billion/enterprise, reflecting the scale and potential of newly established enterprises.

By region, the delta region accounts for the largest proportion with 2,509 enterprises (accounting for 68.1% of the total number of registered enterprises), in which Thanh Hoa city leads with 1,621 enterprises. The coastal region has 783 enterprises (21.3%), with Nghi Son town and Sam Son city being the localities with the largest number of newly established enterprises. The mountainous region has 391 enterprises (10.6%), in which Thach Thanh, Ngoc Lac, and Cam Thuy districts have the highest number of newly registered enterprises.

To date, the province has over 21,140 operating enterprises, making an important contribution to the local budget revenue. Total revenue to the state budget from the enterprise sector is estimated at VND 12,894.5 billion, accounting for nearly 38% of total domestic revenue, reaching 138.6% of the assigned estimate and increasing by 116.9% over the same period. Of which, revenue from foreign-invested enterprises reached VND 7,850 billion, reaching 163% of the assigned estimate, increasing by 35.1% over the same period; revenue from private enterprises reached VND 3,441 billion, reaching 127.4% of the assigned estimate, increasing by 2.3% over the same period.

Regarding export activities, the province has 304 enterprises participating in exports to 68 markets with 55 types of goods, with a total export value of nearly 6.3 billion USD. Typical export items include leather shoes, garments, seafood, handicrafts, and canned fruits. In 2024 alone, 19 new enterprises will participate in exports, contributing to diversifying the supply of goods to the international market.

Creating breakthroughs from administrative reform and digital transformation

To achieve the above impressive results, in recent years, the province has implemented many practical support solutions. In particular, administrative reform has received special attention. In 2024 alone, the Chairman of the Provincial People's Committee issued 137 decisions to announce the list of administrative procedures, including announcing 365 new administrative procedures; amending and supplementing 701 administrative procedures and abolishing 331 administrative procedures. After announcement, administrative procedures are updated and made public in the national database of administrative procedures; there are no administrative procedures issued beyond authority.

All levels and sectors have focused on leading, directing and strictly implementing the regulations of "4 increases", "2 decreases", "3 nos" in handling administrative procedures, while enhancing the application of information technology in management and operation, and handling work of agencies and units. As a result, the rate of online business registration dossiers reached 99.5%; 98% of organizations and enterprises declared and paid taxes online.

Regarding support for access to credit, the State Bank - Thanh Hoa Branch has directed credit institutions in the province to effectively implement monetary policies. In 2024, the banking sector organized 74 dialogue conferences, connecting banks and enterprises to promptly remove difficulties and obstacles in accessing bank credit capital. By the end of October 2024, the total mobilized capital reached VND 183,776 billion, up 7.9% over the beginning of the year; the total outstanding debt is estimated at VND 217,375 billion, up 11.8% over the beginning of the year. There are 4,874 enterprises establishing credit relations with banks, with outstanding debt of VND 58,283 billion.

In particular, digital transformation support has been promoted. The Department of Planning and Investment has coordinated with the Telecommunication Services Corporation under the Military Industry - Telecommunications Group to provide free digital signatures in the first year of operation for nearly 1,500 enterprises. At the same time, the province also supported the free delivery of results of administrative procedures for business registration for over 1,500 enterprises.

Regarding investment promotion and market expansion, in 2024, provincial leaders received and worked with many international organizations, corporations, domestic and foreign investors; organized work and maintained relationships with international financial organizations and foreign trade promotion organizations in Vietnam. Through investment promotion activities, it has helped businesses and investors survey and seek opportunities to learn about and invest in Thanh Hoa province; at the same time, creating opportunities for businesses in the province to find partners and markets. In 2024, the whole province attracted 104 direct investment projects (18 FDI projects), with a total registered capital of 12,895 billion VND and 368 million USD. The province also actively organized trade promotion and supply-demand connection activities such as the Supply-Demand Connection Conference and the display and introduction of safe agricultural and food products with the participation of 200 enterprises in the province and 62 enterprises from 29 provinces and cities in the country. Organized 4 markets to introduce agricultural and food products in the districts of Trieu Son, Hau Loc, Thieu Hoa, Quang Xuong with the participation of 200 booths...

Training and human resource development are also focused on with 88 training courses on business start-up and business management for over 4,400 students. Particularly for small and medium enterprises owned by women or employing many female workers, the province has organized 12 intensive training courses for 180 students.

In the coming time, to continue supporting businesses to develop effectively, the province will focus on a number of key tasks, such as: Promoting administrative reforms, improving the investment environment; improving the effectiveness of investment promotion, attracting reputable investors; strengthening guidance and support for digital transformation in the business sector; tightening administrative discipline and discipline and strictly handling acts that cause trouble for businesses. With synchronous solutions and high determination of the entire political system, Thanh Hoa hopes to continue creating a favorable environment for the business community to develop strongly, contributing to promoting the province's socio-economic development sustainably in the coming years.
