This afternoon, July 23, the Steering Committee for the implementation of the project of building a conveyor belt to transport coal from Laos through La Lay International Border Gate to My Thuy seaport worked with investors to remove difficulties and obstacles, speeding up the progress of the project. According to the report of the Department of Transport (GTVT), the project of building a conveyor belt to transport coal from Laos through La Lay International Border Gate to My Thuy seaport is divided into 2 component projects, including: The project of building a conveyor belt system to transport coal from Laos to Vietnam within the territory of Vietnam with a length of about 6,034 km with a total investment of about 1,489 billion VND and the conveyor belt section from the warehouse at km 4+265 National Highway 15D to My Thuy seaport implemented by Phonesack Vietnam Company Limited with a length of about 70 km.
In particular, the project of building a conveyor system to transport coal from Laos to Vietnam within the territory of Vietnam was approved by the Provincial People's Committee in principle for investment, and at the same time approved the investor, Nam Tien Company Limited, in June 2024. Currently, Nam Tien Company Limited has submitted a report on the appraisal of the feasibility study report of the component project and to date, the Department of Transport has received 10/15 comments from relevant agencies and units.
At the same time, the Department of Transport has compiled and reported in writing, advising the Provincial People's Committee to send a document to the Ministries of National Defense, Public Security, and Foreign Affairs on the construction of the project within the Vietnam border belt.
Regarding the connection location of the goods gathering warehouse in A Deng village, A Ngo commune, Dakrong district of Nam Tien Company Limited at km 4+265 National Highway 15D, the Department of Transport has issued a document advising the Provincial People's Committee for approval.

At the meeting, relevant departments, sectors, localities and investors exchanged and discussed to remove some difficulties and obstacles for the project of building a conveyor system to transport coal from Laos to Vietnam within the territory of Vietnam.
In particular, it is recommended that Nam Tien Company Limited proactively contact the investor implementing the project in Laos to simultaneously carry out legal procedures and ensure the connectivity of the project; complete the licensing procedures for the construction of the connecting intersection from the cargo warehouse at km 4+265 National Highway 15D; supplement the documents on the environmental impact assessment report, total investment table, planning map, design task outline, contract with the consulting unit, connection agreement document, minutes of acceptance of survey results, minutes of agreement with local authorities in the area, approval document on construction height management and related legal documents to serve the appraisal work; promptly complete the dossier on converting forest use purposes to submit to competent authorities for approval...

Speaking at the meeting, Standing Vice Chairman of the Provincial People's Committee Ha Sy Dong requested the Department of Transport to promptly complete the specialized appraisal report to provide a basis for investors, relevant departments, branches and localities to carry out the next procedures. Regarding site clearance, Dakrong district is required to proactively coordinate with investors to conduct the inventory work and develop a support plan to promptly carry out site clearance when the project basically completes the construction implementation procedures.

Concluding the meeting, Chairman of the Provincial People's Committee Vo Van Hung emphasized that the progress of the project to build a conveyor system to transport coal from Laos through La Lay International Border Gate to My Thuy seaport is still slow. Therefore, from now until August 15, relevant departments, branches, sectors and localities must actively and urgently support and coordinate with investors to speed up the completion of related documents and legal procedures to soon start the project.
In the immediate future, investors are requested to promptly develop and decide on plans for connection and electricity trading; urge consulting units to speed up the completion of dossiers for approval of environmental impact assessment reports, conversion of forest use purposes... to submit to relevant levels for approval; develop plans and scenarios for coal transportation, especially in warehouse areas and traffic routes in the province to ensure environmental protection, traffic safety and infrastructure. In the spirit that Quang Tri province will provide maximum support to investors under permitted conditions, it is requested that departments, branches, sectors and localities must assign responsible officers to actively coordinate and support investors in completing necessary legal documents and procedures.
