The Steering Committee on summarizing Resolution No. 18-NQ/TW has just issued Document No. 134/TB-BCĐTKNQ18 announcing the Conclusion of the Steering Committee on summarizing the implementation of Resolution No. 18-NQ/TW dated October 25, 2017 of the 6th Central Conference, term XII "Some issues on continuing to innovate and reorganize the apparatus of the political system to be streamlined, effective and efficient" at the first session on November 30.
On November 30, at the Government headquarters, Prime Minister Pham Minh Chinh, Head of the Steering Committee, chaired the first meeting of the Steering Committee on summarizing the implementation of Resolution No. 18-NQ/TW dated October 25, 2017 of the 6th Central Conference, Session XII "Some issues on continuing to innovate and reorganize the apparatus of the political system to be streamlined, effective and efficient" (hereinafter referred to as the Steering Committee).
Attending the meeting were Deputy Prime Minister Nguyen Hoa Binh, Deputy Head of the Steering Committee; Steering Committee members including Deputy Prime Ministers Tran Hong Ha, Le Thanh Long, Ho Duc Phoc, Bui Thanh Son and Ministers of the following ministries and agencies: National Defense, Public Security, Home Affairs, Government Office, and Justice.
After listening to the Minister of Home Affairs report on the draft Plan to summarize the implementation of Resolution No. 18-NQ/TW; the plan to arrange and streamline the Government's organizational apparatus, and the opinions of the members of the Steering Committee, the Prime Minister and Head of the Steering Committee concluded as follows:
Highly appreciating the fact that the Ministry of Home Affairs promptly and urgently prepared thorough and scientific documents in a short time to serve the Steering Committee meeting. The delegates spoke responsibly, accurately, and closely on the issues that need to be highly focused on in implementing the tasks of summarizing the implementation of Resolution No. 18-NQ/TW. The Ministry of Home Affairs fully and correctly accepted the opinions of the delegates.
In the coming time, to summarize the implementation of Resolution No. 18-NQ/TW and effectively reorganize the Government apparatus, meeting the required progress and time, it is necessary to focus on the following tasks:
Organize a conference to disseminate the Central Steering Committee's policy on summarizing the implementation of Resolution No. 18-NQ/TW and preparations for the reorganization of the Government apparatus; The Ministry of Home Affairs, in coordination with the Government Office, effectively organizes the conference (expected at 8:00 a.m. on December 4, 2024).
Ministries and agencies shall immediately establish a Steering Committee headed by the Minister or Head of the agency to direct the reorganization of the apparatus in the spirit of the Central Steering Committee and the Government's Steering Committee on summarizing the implementation of Resolution No. 18-NQ/TW; focus on propaganda work, create consensus and unity in the reorganization process; propose plans to perfect the apparatus, paying attention to having a suitable management mechanism for corporations, general companies, and state-owned enterprises, especially large and important corporations; and have solutions to solve issues related to personnel work.
The Ministry of Home Affairs continues to complete the Working Plan of the Prime Minister, Deputy Prime Ministers with the Ministry of Home Affairs and agencies expected to merge, consolidate, arrange functions, tasks, and organize the apparatus to implement the direction of the Central Steering Committee and the Government Steering Committee; Outline summarizing the implementation of Resolution No. 18-NQ/TW for ministries and agencies to deploy and implement uniformly.
Study and absorb the opinions of delegates attending the meeting, complete the draft plan to arrange and streamline the organizational structure of the Party organization of the Government, ministries and agencies of the Government; Urgently study and review to promptly issue legal documents on regimes and policies for cadres, civil servants, public employees and workers when implementing the arrangement.
Coordinate with agencies to review legal documents regulating the functions, tasks, powers, and organizational structure of ministries, propose institutional solutions, and create a legal basis for ministries and agencies to carry out work continuously, smoothly, and without interruption.

The Standing Government members in charge of the bloc directly direct the arrangement and consolidation between ministries and internal organizations of ministries and branches, specifically: The Ministry of Planning and Investment and the Ministry of Finance assigned Permanent Deputy Prime Minister Nguyen Hoa Binh to preside with Deputy Prime Minister Ho Duc Phoc; the Ministry of Transport and the Ministry of Construction assigned Deputy Prime Minister Tran Hong Ha to preside; the Ministry of Agriculture and Rural Development and the Ministry of Natural Resources and Environment assigned Deputy Prime Minister Tran Hong Ha to preside; the Ministry of Information and Communications and the Ministry of Science and Technology became the Ministry of Digital Transformation and Science and Technology assigned Deputy Prime Minister Bui Thanh Son to preside; the Ministry of Home Affairs and the Ministry of Labor, War Invalids and Social Affairs assigned Deputy Prime Minister Le Thanh Long to preside; the State Capital Management Committee at Enterprises, Vietnam Social Security, and the National Financial Supervision Committee assigned Deputy Prime Minister Ho Duc Phoc to preside.
Deputy Prime Ministers in charge of assigned blocs and Ministers, Heads of ministerial-level agencies, and Government agencies shall immediately implement the arrangement, consolidation, and plan plans; report to the Government Steering Committee from December 9-15.
