On the afternoon of February 28, information from the Thanh Hoa Provincial Customs Department said that the Minister of Finance has issued a decision to stipulate the functions, tasks, powers and organizational structure of the Customs Department replacing the General Department of Customs, effective from March 1.

Accordingly, the Customs Department performs the function of advising and assisting the Minister of Finance in state management of customs and organizing the enforcement of customs laws nationwide. Implementing laws on taxes and other revenues according to the provisions of law on exported and imported goods; preventing and combating smuggling and illegal transportation of goods and currencies across borders; preventing and combating drugs; controlling customs to enforce the protection of intellectual property rights; investigating and prosecuting violations according to the provisions of law...
Regarding organizational structure, the Customs Department is organized from central to local levels according to a 3-level model, including the Customs Department, local Customs Branches and Border Gate/Outside Border Gate Customs.
Local Customs Branches are organized into 20 regions nationwide. Of which, Customs Branch of Region X will manage the state customs in the two provinces of Thanh Hoa and Ninh Binh. The headquarters of the branch is located in Thanh Hoa province.
Each regional Customs Branch is organized with an average of no more than 8 offices, departments, and professional teams. Border/outside border customs do not organize internal units and work under a specialist regime.
Regional Customs Branches, teams under Regional Customs Branches and Border Gate/Outside Border Gate Customs under Regional Customs Branches have legal status, seals, and are allowed to open accounts at the State Treasury in accordance with the provisions of law.
Also according to the decision of the Minister of Finance, the Director of the Customs Department is responsible for organizing and arranging for units under and directly under the Customs Department to operate under the new model within a maximum period of no more than 3 months from March 1, 2025.
Na Meo International Border Gate Customs Branch uses it for the task of preventing the risk of drugs being hidden inside vehicles entering the country.
Previously, from April 2016 to present, the task of state management of customs in the two provinces belonged to the Thanh Hoa Provincial Customs Department and the Ninh Binh Provincial Customs Branch (under the Ha Nam Ninh Customs Department).
Currently, Thanh Hoa Provincial Customs Department has 9 departments, units and affiliated units, including 3 staff departments, 2 control teams, 1 post-clearance inspection branch and 3 border customs branches (Thanh Hoa Port Customs Branch, Nghi Son Port Customs Branch and Na Meo International Border Customs Branch).
