On the afternoon of September 23, in Hanoi, the Standing Committee of the Central Committee of the Vietnam Fatherland Front held an online meeting with 26 provinces and cities on supporting people affected by storm No. 3.
Speaking at the meeting, Chairman of the Central Committee of the Vietnam Fatherland Front Do Van Chien said that after 14 days of launching and calling on the whole people to participate in supporting compatriots affected by storm No. 3, as of 5:00 p.m. on September 23, the Central Relief Mobilization Committee's account had received a total amount of VND 1,714 billion - a record number. The Central Relief Committee promptly allocated support to localities in 2 batches with a total amount of VND 1,035 billion.
According to Mr. Cao Xuan Thao, Head of the Movement Department (Central Committee of the Vietnam Fatherland Front), as of 5:00 p.m. on September 22, 37 localities not directly affected by storm No. 3 had organized calls and mobilized to support the damaged northern provinces with a total amount of VND941,492 billion. Of which, Ho Chi Minh City received over VND267,578 billion; Nghe An province: VND79,728 billion; Ba Ria - Vung Tau province: VND51 billion; Ha Tinh: VND50,751 billion...
From the amount received, provinces and cities transferred 147.125 billion VND to the Central Relief Mobilization Committee; transferred direct support to localities in damaged areas was 381.510 billion VND.
For the 26 localities damaged by storm No. 3, according to preliminary statistics, up to now, the Provincial and Municipal Relief Mobilization Committees of the 26 localities have received 1,654.327 billion VND (of which the Central Government allocated 1,035 billion VND; received 208.320 billion VND from other localities; collected locally 410.807 billion VND).
From the amount received, the affected provinces and cities will allocate support resources based on local realities. Up to now, Lao Cai province has allocated 47.140 billion VND; Yen Bai province has allocated 75 billion VND; Tuyen Quang province: 25.425 billion VND; Phu Tho province: nearly 40 billion VND; Bac Giang province: 68 billion VND; Thai Nguyen province: 38.802 billion VND; Hai Phong: 47 billion VND...
“These are donations that carry the deep sentiments of our compatriots, comrades across the country, overseas Vietnamese and international friends. We must be responsible for using them for the right purposes, effectively, without waste and without allowing negativity to occur,” Comrade Do Van Chien emphasized.
Comrade Do Van Chien requested the Central Relief Mobilization Committee to publicly conduct statistics on support receipt and timely allocation to the provinces; at the same time, request that the allocation process from the Central to the province, from the province to the district, from the district to the commune also be carried out publicly and transparently; when the commune allocates to the people and households, a public list must be made on the mass media or at the commune People's Committee headquarters.
After allocation, during the implementation of support, the Party Delegation of the Vietnam Fatherland Front will assign personnel to monitor and inspect.
Emphasizing the need for publicity and transparency to beneficiaries, comrade Do Van Chien mentioned the principles in allocating support resources: must be timely, to the right beneficiaries, used for the right purpose, and effectively; ensure publicity and transparency directly to beneficiaries; no duplicate support (1 person cannot receive 2 times/1 support content, that is, when using state budget resources, do not use mobilized support resources to support).
For those who have lost all their assets and have no source of income, we encourage support for a maximum of 3 months at the rate of 15kg of rice/person/month; support for medicine and medical examination and treatment for those who have no income...
Regarding the support level, for completely collapsed houses, the minimum support level is 50 million VND/household, equal to the level of construction of solidarity houses currently being implemented; for support for house repairs, the minimum level is 25 million VND/household.
The specific level of support is determined by the Provincial Relief Mobilization Committee in coordination with the Provincial People's Committee and consults with competent authorities to decide on the support level and notify the People's Council for supervision during the implementation process.
The account to receive support for people affected by storm No. 3 will be closed on December 9, 2024; by December 31, 2024 at the latest, localities will complete allocating resources.
Chairman of the Central Committee of the Vietnam Fatherland Front Do Van Chien suggested that the Relief Mobilization Committees of provinces and cities should continue to closely follow relevant documents to allocate support resources in accordance with the law to help people in the fastest and most timely manner and avoid loss, waste and negativity.
