NTO - Passed 13 resolutions related to economy

On May 30, the 11th Provincial People's Council, term 2021-2026, held its 18th session. Comrades: Pham Van Hau, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Tran Minh Luc, member of the Provincial Party Committee, Vice Chairman of the Provincial People's Council chaired the session.

Attending the meeting were comrade Tran Quoc Nam, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Head of the National Assembly Delegation of the province; Le Van Binh, member of the Provincial Party Committee, Chairman of the Provincial Vietnam Fatherland Front Committee; comrades members of the Provincial Party Committee; Vice Chairmen of the Provincial People's Committee: Nguyen Long Bien, Le Huyen; leaders of departments, branches, sectors and localities in the province.

At the meeting, after the opening speech of the Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, leaders of the Department of Planning and Investment, Department of Education and Training, Department of Information and Communications, Department of Home Affairs, Provincial Police, and Department of Finance reported a summary of 11 draft resolutions submitted at the meeting.

Based on the reports of the Economic - Budget Committee, the Cultural - Social Committee, and the Legal Committee of the Provincial People's Council on the results of the examination of the draft resolutions, the Provincial People's Council delegates discussed and unanimously voted to pass 11 resolutions stipulating the mechanisms and policies for implementing the socio-economic development tasks of the province related to the following issues: Arrangement of administrative units; decision on project investment policies; budget allocation; housing policies for poor households; establishment and regimes and policies for security and order protection forces at the grassroots level...

At the meeting, the provincial People's Council delegates also unanimously approved resolutions on personnel work: Dismissal and election of additional members of the provincial People's Committee.

In his closing speech, the Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council highly appreciated the serious, urgent and responsible working spirit of the delegates, helping the session complete the program and content set out. The resolutions passed at the session create a legal basis for the organization, implementation and performance of local political tasks in 2024 and the following years; contributing to creating motivation and unlocking resources to accelerate the progress of projects and works serving socio-economic development, serving social security, ensuring security, order, economic recovery and development of the province.

Therefore, in the process of implementation, there needs to be synchronous and close deployment; inspection and supervision should be strengthened. After this session, it is recommended that the Provincial People's Committee focus on directing all levels, sectors and units according to their assigned functions, tasks and powers, closely coordinate, seek support from central ministries and sectors, proactively organize implementation, and quickly put the resolutions into practice. The Standing Committee, Committees, Delegation Groups and each delegate of the Provincial People's Council should strengthen supervision to ensure the implementation of the resolutions of the Provincial People's Council seriously, legally and effectively.

Resolutions passed at the 18th Session of the 11th Provincial People's Council, term 2021-2026:

1. Adjusting the investment policy of the Song Than Reservoir project, Hoa Son commune, Ninh Son district.

2. Investment policy for the project on Drought, erosion, and flooding adaptation to climate change in Ninh Thuan province using loans from the French Development Agency.

3. Supplement and adjust the Medium-term Public Investment Plan for the period 2021-2025 using local budget capital.

4. Detailed allocation of local budget capital plan for 2024.

5. Regulations on tuition fees from the 2023-2024 school year and financial support for educational institutions in 2023 for public preschool and general education in Ninh Thuan province.

6. Abolish Resolution No. 29/2022/NQ-HDND dated December 9, 2022 of the Provincial People's Council stipulating the level of support for cadres, civil servants and public employees specializing in information technology in Ninh Thuan province.

7. Approving the Project on rearranging administrative units at district and commune levels for the period 2023-2025 of Ninh Thuan province.

8. Regulate the criteria for establishment, criteria for the number of members of the Security and Order Protection Team; support, training, regimes and policies for those participating in the security and order protection force at the grassroots level in Ninh Thuan province.

9. Regulations on housing support policies for poor and near-poor households in Ninh Thuan province until 2025.

10. Abolish Clause 4, Article 3 of Resolution No. 22/2023/NQ-HDND dated July 25, 2023 of the Provincial People's Council stipulating a number of contents on organizing the implementation of compensation, support and resettlement when the State acquires land in Ninh Thuan province.

11. Allocate and assign additional regular expenditure estimates for 2024 to agencies, units and People's Committees of districts and cities to perform tasks.

12. Dismissal of Mr. Luu Xuan Phuong from the position of member of the People's Committee of Ninh Thuan province, term XI, 2021-2026. Reason: Job transfer

13. Electing additional members of the People's Committee of Ninh Thuan province, term XI, term 2021-2026 for Mr. Nguyen Tuy, Commander of the Provincial Military Command
