In recent times, Quang Ninh province has paid special attention, creating favorable conditions in terms of policies and resources to promote socio-economic development in ethnic minority areas. Thereby, gradually narrowing the gap between ethnic minority areas and other areas in the province.

Focus on infrastructure development

To promote the development of ethnic minority and mountainous areas, with the active participation of local Party committees and authorities, the whole province has actively mobilized resources, focusing on investing in many projects to complete connecting traffic infrastructure.

For example, the traffic route connecting the center of Dai Duc commune (Tien Yen district) to the center of Dai Thanh commune (old) was completed in October 2023. The project is more than 7km long, with a total investment of 153 billion VND from the capital of the province and district, helping people in Dai Duc commune have conditions to develop socio-economic and improve their lives.

Mr. Dang Van Thanh, Party Cell Secretary, Head of Khe Ngan Village, Dai Duc Commune, said: This road was previously quite narrow, having to go around the mountain slopes from the center of Dai Duc Commune to Dai Thanh Commune (old), nearly 40km long. Since the new road was expanded and cut through Cong Troi Mountain, the distance has been reduced to only 7.5km, helping the lives of the people here to improve day by day, making it easier for people to trade and travel.

In the period of 2019-2024, Tien Yen district has built and completed 48 key projects with a total cost of over 615 billion VND; 10/10 communes have infrastructure meeting advanced NTM and model NTM standards. The district also effectively invested in building grassroots cultural institutions, serving the living needs of ethnic minorities in highland communes... The whole district has more than 440km of roads, of which more than 16km are national highways and provincial roads, 30km of district roads, the remaining nearly 245km are village roads, alleys, and inner-field roads that have been paved or concreted, meeting the travel needs of the people.

Not only in Tien Yen district, in the province, many outstanding and extremely important traffic projects, strengthening regional connectivity, contributing to reducing the gap between rich and poor and regional disparities have been focused on implementation, such as: Upgrading and renovating the Son Duong - Dong Son (Ha Long City) connecting road with a length of 19.1km with 2 lanes; renovating and upgrading provincial road 341 (QL18C) from Mong Cai border gate economic zone to Bac Phong Sinh border gate economic zone (phase 2); renovating and upgrading provincial road 342, the section in Ba Che district and 6 dynamic traffic infrastructure projects in ethnic minority, mountainous, border and island areas; renovating, upgrading and expanding QL279; renovating and upgrading provincial road 333...

Social security

Quang Ninh has always paid attention to and prioritized investment in development, improving the material and spiritual life of the people. Notably, the implementation of the integration of 3 national target programs (sustainable poverty reduction; building new rural areas; socio-economic development in ethnic minority and mountainous areas) and the overall project associated with the implementation of Resolution 06-NQ/TU of the Provincial Party Committee to create a combined strength of resources to promote comprehensive development of ethnic minority and mountainous areas. Accordingly, in the period of 2021-2024, the provincial budget support is more than 4,000 billion VND, 2.26 times higher than the period of 2016-2020.

The average income in ethnic minority, mountainous, border and island areas in the province has increased from 32.62 million VND/person (in 2020) to 73.348 million VND/person (in 2023). By the end of 2023, the province will no longer have poor households according to the Central poverty standard. The province has proactively raised the poverty standard 1.4 times higher than the Central poverty standard in terms of income criteria. In the province, many models and bright spots have emerged in the development of agricultural and forestry production; at the same time, community and ecological tourism models in ethnic minority areas are creating momentum for the local economy to increasingly flourish.

To support people in economic development, the Provincial People's Committee issued Decision No. 33/2024/QD-UBND (dated September 13, 2024) stipulating the conditions, contents, and preferential loan levels to implement the credit policy to support trust through the Vietnam Bank for Social Policies from the capital source to implement national target programs for the period 2021-2025. To date, the province has disbursed about VND 142,095 million to 1,578 households for production development loans.

In 2024, the whole province had 88 households needing support to remove temporary and dilapidated houses, of which 36 were in ethnic minority and mountainous areas. By the end of November 2024, support had been provided to 22 households in ethnic minority and mountainous areas, with a total cost of 977 million VND.

Along with that, the province continues to implement the policy of supporting 100% of the cost of issuing health insurance cards for ethnic minorities living in communes newly emerging from difficult areas and people living in communes and villages newly emerging from extremely difficult areas.

By the end of September 2024, the province had provided health insurance cards to 72,837 people, with a total amount of VND 54,832 billion, of which 2,574 people had ethnic health insurance codes. The province also effectively implemented Resolution No. 35/2024/NQ-HDND dated April 19, 2024 of the Provincial People's Council stipulating the policy of supporting health insurance contributions for people in near-poor households, people in agricultural, forestry and fishery households with an average living standard in the province in the period of 2024-2025.

The province also focuses on health care, education, and ensuring clean water for ethnic minorities. In 2024, the rate of ethnic minority households using clean water will reach 100%. Communes in mountainous, border, and island areas have all deployed electronic medical records. 100% of educational institutions ensure conditions for facilities, equipment, and teaching staff to implement new educational programs and enhance Vietnamese language teaching. The quality of teaching and learning at ethnic minority boarding schools throughout the province continues to be maintained, well organized, and improved...
