Meeting of the Provincial People's Committee leaders

On March 22, Comrade Pham Duc An, Chairman of the Provincial People's Committee chaired a meeting of the Provincial People's Committee's leadership to listen to and give opinions on many important contents.

The meeting listened to and gave opinions on the Report on the socio-economic development situation and results in the first quarter; key tasks and solutions in the second quarter of 2025 to report to the Standing Committee of the Provincial Party Committee, the Standing Committee of the Provincial Party Committee, and the Provincial Party Executive Committee.

In the first quarter, the industrial production index is estimated to increase by 15.8% over the same period, in which the fields of coal production, electricity, and manufacturing and processing are identified as the main growth drivers and all achieved positive results. Clean coal output is estimated at 10.9 million tons, up 3.9% over the same period, up 2.6% of the first quarter growth plan. Electricity production is estimated at 9.9 billion kWh, up 3.2% over the same period, up 3% of the plan. There are 9/14 industrial processing and manufacturing products that have achieved and exceeded the schedule.

Also in the first quarter, the province has implemented many synchronous solutions to promote the service industry, focusing on attracting tourists, implementing solutions to increase the reception of international cruise ship tourist groups, supplementing services and tours to Bai Tu Long Bay, planning to organize more than 170 programs and events to promote Quang Ninh tourism in 2025, etc. It is estimated that in the first quarter, the total number of tourists to Quang Ninh will reach 5.6 million, up 6% over the same period, up 3% compared to the growth scenario plan for the first quarter; of which international visitors are estimated to reach 1.1 million.

Agricultural, forestry and fishery production activities in the first quarter continued to be stable, achieving many positive results. The new rural construction program continued to receive attention and direction.

Total state budget revenue in the first quarter is estimated at VND13,541 billion, up 1% over the same period, up 4% of the first quarter plan, equal to 24% of the central government's estimate. Revenue from import-export activities is estimated at VND4,000 billion, domestic revenue is estimated at VND9,541 billion, up 10% over the same period, up 5% of the plan.

In the first quarter, the province directed sectors and localities to continue mobilizing all resources, diversifying investment forms; accelerating the development speed and completing the synchronous and modern socio-economic infrastructure system; promoting regional connectivity. Administrative reform, improving the investment and business environment, and enhancing competitiveness continued to receive attention and promotion. National defense and security were ensured, and foreign affairs activities were strengthened.

Comrade Pham Duc An, Chairman of the Provincial People's Committee, acknowledged the efforts of sectors and localities in implementing socio-economic development tasks in the first quarter, especially in resolving difficulties and obstacles for businesses.

To create a breakthrough in economic growth, in which the second quarter growth target is 12.14%; budget revenue reaches 14,912 billion VND, the Chairman of the Provincial People's Committee requested all levels, sectors and localities to continue to synchronously, drastically, promptly and effectively implement tasks and solutions according to Resolution No. 31 of the Provincial Party Committee on directions and tasks for 2025.

Focus on developing the processing and manufacturing industry, enhancing the application of science and technology, improving productivity, quality, efficiency, competitiveness and autonomy. Continue to accompany, support and resolve difficulties of the coal industry, grasp information on the electricity production situation of units during peak months; promptly direct solutions to ensure electricity production output according to the set plan; ensure electricity supply in Quang Ninh province, avoid power shortages, especially during the peak tourist season.

Units and localities mobilize all investment resources, accelerate the development speed and complete the synchronous and modern socio-economic infrastructure system; accelerate the implementation progress of new projects that have started in 2025, improve the quality of disbursement, and promote the construction progress of projects.

Closely follow the direction of the Central and the province in completing the overall project of not organizing the district level, merging the commune-level administrative units in Quang Ninh province; ensure that the process of arranging and organizing the apparatus does not affect the implementation of tasks, solutions for socio-economic development, production and business activities, and administrative procedures of the people.

Implement synchronous solutions, strive to reduce at least 30% of administrative procedure processing time, to improve the effectiveness of administrative reform and create a more favorable investment environment, especially in the fields of public investment, land, construction, and resources. Proactively review and accompany businesses to promptly remove obstacles and difficulties related to planning adjustment, planning approval; investment policies, investment policy adjustments, compensation and site clearance, land allocation, and land leasing.

Also at the meeting, leaders of the Provincial People's Committee and departments and units listened to and gave opinions on a number of other important contents.
