Determined to transform digitally "All people, comprehensively, all the way" to accelerate and make breakthroughs in development in the new era, successfully achieving the double-digit growth target, in 2025, Vinh Phuc will continue to accelerate the implementation of digital transformation tasks with 3 contents including developing digital government, improving efficiency and effectiveness of operations; developing digital economy, improving the competitiveness of the economy; developing digital society, narrowing the digital gap.

Thoroughly grasping the Party's viewpoints and the Government's direction, based on the actual situation in the locality, the Provincial Party Committee, People's Council and People's Committee have proactively and urgently issued directive documents related to digital transformation, and built mechanisms and policies to accelerate the digital transformation process.
In 2024, the Provincial People's Committee issued a decision assigning digital transformation targets and tasks to heads of agencies, units, and chairmen of district and city People's Committees in the province, focusing on implementing tasks to increase the rate of online file processing, online payment, promote digitalization of sectors and fields, develop digital infrastructure, ensure information safety and security, etc.
In an effort to implement the targets and tasks of digital transformation assigned by the Provincial People's Committee, departments, branches, and localities have developed plans and implementation roadmaps; organized signing of commitments, and assigned tasks to implement targets to each department and office. In conjunction with the responsibility of the head, units and localities have had many solutions to encourage cadres, civil servants, and public employees to promote initiatives, improve efficiency, quality of work, and quality of assigned targets.
With the participation of the entire political system, people and businesses, the province's digital transformation work has gradually become practical, achieving positive and comprehensive results on all three pillars (digital government, digital economy, digital society).
There are currently 5 telephone service providers and 5 internet service providers in the province; 3G and 4G networks have covered 100% of the province, with more than 60 5G stations. 100% of agencies and units in the political system have been equipped with computers, LAN networks, and fixed broadband internet connections to serve professional work; dedicated data transmission lines have been connected to units and localities, synchronized to the commune level.
The Provincial Data Center has been invested in synchronous technology, centralized management, and equipped with a security system to ensure information security in the operations of state agencies. The provincial-level shared, integrated platform is installed and operated at the Provincial Data Center, established and connected to the National Document Interconnection Axis, the National Centralized Payment Gateway, and nearly 20 information systems and databases of central and local agencies.

The province's administrative procedure information system currently has 1,865 public services, including 954 fully online public services and 645 partially online public services. The province's electronic result-issuance rate in 2024 will reach more than 71% (the national average is 68.75%); the digitization rate of records and results of administrative procedure settlement will reach nearly 71% (the national average is 67.46%).
The province's digital economy and digital society have seen remarkable changes. The proportion of added value of the digital economy in Vinh Phuc's GRDP in 2024 ranks 5th among provinces and cities; of which the proportion of the digital economy accounts for 26.8% and the proportion of the core digital economy is 23%, exceeding the set target of 20%.
The whole province has more than 762,000 activated electronic identification accounts, reaching 77% of eligible people, one of the provinces with the highest electronic identification account activation rate in the country.
100% of schools and medical facilities in the area have implemented cashless fee collection; 100% of medical facilities have upgraded HIS medical examination and treatment software and invested in equipment to serve health insurance examination and treatment using chip-embedded citizen identification cards or VNeID application...
To accelerate and make breakthroughs in implementing digital transformation tasks and creating sustainable growth momentum, the province has set specific targets for 2025. Accordingly, 100% of state agencies in the province will connect to broadband network infrastructure on the Government's dedicated data transmission network to meet the deployment of digital services and ensure information security.
100% of eligible online public services are provided on the National Public Service Portal; the rate of online application submission on the National Public Service Portal or the Provincial Administrative Procedure Information System reaches at least 60%; the rate of administrative procedure settlement results issued in electronic form reaches at least 80%.
100% of enterprises in all fields and industries apply information technology in production and business activities and participate in electronic transactions on the network environment; the proportion of digital economy reaches at least 20% of GRDP; the proportion of adult population with smartphones reaches at least 80%...
To achieve the set goals, the province continues to promote the role and enhance the responsibility of heads of agencies, units and localities in directing, operating and implementing digital transformation tasks; promote communication work, raise awareness, digital skills and participation of people and businesses in implementing digital transformation tasks.
At the same time, develop telecommunications infrastructure to ensure there are no more 3G and 4G mobile signal depressions and expand 5G mobile network coverage; ensure telecommunications and internet infrastructure to serve digital transformation; complete information technology infrastructure at departments, branches, sectors and localities; research and cooperate to master and effectively apply technologies.
Upgrade and complete the provincial Data Center to ensure compliance with central regulations; strengthen solutions to ensure network information security; develop digital human resources, research and develop policies to attract, recruit and reward high-quality human resources to serve digital transformation, and a specialized force to ensure information security in state agencies...
