Ninh Binh issues order to evacuate flood-affected areas, to be completed before 6:00 p.m. on September 12

Mr. Pham Quang Ngoc, Chairman of the Provincial People's Committee, Head of the Steering Committee for Natural Disaster Prevention, Control and Search and Rescue (PCTT&TKCN) of Ninh Binh province, signed an order to evacuate people in the flood-diversion area and release floodwaters from the Hoang Long River when the floodwaters on this river exceeded 4.9 m (the warning level that requires the implementation of an evacuation plan). The evacuation was completed before 6:00 p.m. the same day.

Accordingly, the provincial leaders requested the People's Committees of Gia Vien and Nho Quan districts to notify the people of the flood diversion and discharge areas in the area and implement an evacuation plan when the water level of Hoang Long River at Ben De reaches +4.9 m.

Gia Vien District People's Committee and Nho Quan District People's Committee coordinate with the Police, Military and relevant agencies to evacuate people and prepare rescue forces and vehicles when necessary.

Ensure that all people in flood-diversion and flood-slowing areas are brought to safety before 6:00 p.m. on September 12 and before operating the Lac Khoi spillway.

Gia Vien District People's Committee, Nho Quan District People's Committee, Department of Agriculture and Rural Development, Irrigation Works Exploitation One Member Co., Ltd. and related units are ready to release spillway when ordered.

According to information from the Ninh Binh Hydrometeorological Station, at 4:00 p.m. on September 12, the water level on the Hoang Long River at Ben De was 4.92m (0.92m above alert level 3), at Gian Khau 4.47m (0.77m above alert level 3); the Day River in Ninh Binh was 4.16m (0.66m above alert level 3), 0.20m above the historical flood peak in 2017.

It is forecasted that in the next 12-24 hours, the water level on Hoang Long River at Ben De and Gian Khau will continue to rise; at Ben De, it is likely to rise to 5.1-5.3m (above alert level 3: 1.1-1.3m); at Gian Khau, it will rise to 4.5-4.7m (above alert level 3: 0.8-1m). On Day River in Ninh Binh, it will continue to change slowly to 4.2-4.4m (above alert level 3: 0.7-0.9m).
