Ninh Binh is one of the first two provinces to complete the handover of the 500kV line 3 project site.

On the morning of May 7, in Hanoi, the Office of the State Steering Committee for important national programs, works and projects, key to the energy sector, held an online meeting to periodically discuss the 500 kV line 3 circuit project from Quang Trach to Pho Noi with 9 related localities: Hung Yen, Hai Duong, Thai Binh, Nam Dinh, Ninh Binh, Thanh Hoa, Nghe An, Ha Tinh, Quang Binh.

Comrade Nguyen Hong Dien, member of the Party Central Committee, Minister of Industry and Trade, Deputy Head of the Standing Committee of the State Steering Committee for important national programs, works and projects, key to the energy sector chaired the meeting.

Attending at Ninh Binh bridge were representatives of the Department of Industry and Trade, relevant departments and branches and Kim Son District People's Committee.

According to the report of Vietnam Electricity Group (EVN), up to now, the project has completed the signing of contracts for 225/226 packages, and 1 package supplying electric resistance for the Quang Trach - Quynh Luu 500kV transmission line project is completing the procedures for re-selection of contractors. To ensure the progress of energizing the projects, the National Power Transmission Corporation (EVNNPT) is mobilizing existing equipment on the grid to serve the 500kV circuit 3 project.

Regarding site clearance work, by early May, a total of 4 projects had handed over 100% of the column foundation locations and 377/503 (about 75%) of the anchor spaces, while 126/503 anchor spaces had not been handed over, of which Ninh Binh and Quang Binh were the 2 provinces that had completed the handover of the anchor spaces.

At the meeting, Minister Nguyen Hong Dien acknowledged and highly appreciated the efforts of the People's Committees of the 9 provinces where the project passes through, EVN and EVNNPT. However, many tasks have not yet met the set plan, especially the handover of the route corridor site that could not be completed before April 30. The policy framework on compensation and support for site clearance has not yet been completed. The supply of materials, equipment and construction also encountered many difficulties such as complex terrain and geology, narrow construction sites, small construction access roads, difficulty in transporting materials and heavy equipment, etc.

To ensure the completion of projects as required by the Prime Minister, in the coming time, Minister Nguyen Hong Dien requested the Ministry of Natural Resources and Environment to coordinate with ministries and branches to promptly give opinions on the compensation and site clearance support policy framework as soon as EVN resubmits the completed dossier based on comments from the provinces to submit to the Prime Minister for consideration and approval before May 15.

Propose that the People's Committees of the five provinces of Quang Binh, Nghe An, Ninh Binh, Thai Binh, and Hung Yen soon give their opinions and suggestions on the Compensation and Site Clearance Policy Framework so that EVN can complete it, send it to the Ministry of Natural Resources and Environment for appraisal, and submit it to the Prime Minister.

Minister Nguyen Hong Dien requested EVN/EVNNPT to continue to strengthen inspection work and urge contractors to focus all resources to speed up construction progress. At the same time, regularly inspect and urge contractors supplying steel columns to speed up production and transportation progress.
