Vietnam's efforts to promote gender equality among ethnic minorities

According to the Ethnic Committee, it is possible to see Vietnam's remarkable achievements in recent times in socio-economic development, positive steps in gender equality work in ethnic minority areas and changes in the implementation of the National Strategy on Gender Equality.

In the political and labor fields

With the attention of all levels, sectors and the participation of the entire political system in the synchronous implementation of many programs, policies and projects for socio-economic development in ethnic minority and mountainous areas, it has contributed to promoting gender equality in ethnic minority areas, thereby contributing to enhancing the role and position of ethnic minority women in all aspects of social life.

It can be seen that the increased participation of women in leadership and management positions aims to gradually reduce the gender gap in the political field of female cadres nationwide and at the Ethnic Committee. The number of female cadres and ethnic minority cadres who are members of the Party Central Committee and National Assembly deputies has continuously increased in recent terms. Many female cadres and ethnic minority cadres have been elected and appointed to key leadership positions of the Party and State.

The total number of female cadres in central agencies and units is 7,521, of which 17.5% hold leadership positions. Management from the department level and above in some agencies has a high rate such as Vietnam News Agency 41.8%, Voice of Vietnam 25.2%, State Bank of Vietnam 24.1%.

At the provincial level, the total number of female cadres is 5,814, of which 714 hold leadership and management positions at the department level and above, accounting for 12.3%. Some provinces and cities have a high proportion of female leaders and managers at the provincial level, such as Lang Son, Lao Cai, Hai Phong, and Can Tho.

In the economic, labor and employment fields, enhancing access of poor women in rural areas and ethnic minority women to economic resources and the labor market, activities to reduce gender gaps in the economic, labor and employment fields, enhancing access of poor women in rural areas and ethnic minority women to economic resources and the labor market, have been implemented through many socio-economic development policies, contributing to changing the face of ethnic minority areas. During this period, the role and voice of women participating in the planning, implementation and supervision of projects have been focused on, and have been integrated by ministries and branches into implementation guidelines such as regulations on the proportion of women in the steering committee, supervision committee, etc.

Regarding labor and employment, the ability to access the market to help ethnic minority women contribute to the family economy is also one of the factors that positively impact the enhancement of the position of ethnic minority women in the family and society.

In the field of education and training

The quality of female human resources is improved, gradually ensuring equal participation between men and women in the field of education and training.

The Government has directed the development and promulgation of many priority policies and mechanisms for investment in education and training development in ethnic minority and mountainous areas. State policy projects and programs increasingly meet the learning needs of ethnic minority children. The network of kindergartens and general schools in ethnic minority areas continues to be consolidated and expanded, especially ethnic boarding schools, semi-boarding schools, and ethnic university preparatory schools; the quality of education in these schools has been improved.

Health is also a field that the government has paid attention to investing in ethnic minority areas and has achieved important results. Nearly 6 million ethnic minorities have health insurance cards, largely thanks to the policy of providing free health insurance for ethnic minorities living in difficult areas, in which the rate of ethnic minorities using health insurance cards when going to see a doctor is about 90%.

However, the rate of ethnic minority women having prenatal check-ups and giving birth at medical facilities is still lower than the national average.

In ethnic minority and mountainous areas, communication activities on population and family planning, gender issues, gender equality, and gender inequality in all areas of social life are carried out with diverse and rich contents and forms, attracting the attention of men and women in implementing population and family planning work.

Many communication and advocacy activities have been flexibly and proactively implemented by local ministries and sectors in many creative forms, taking advantage of integrating them into other policy projects and programs being implemented in ethnic minority areas, thereby improving efficiency and contributing to the achievement of gender equality goals.
