One of the important goals of the Program "Improving the quality of teaching ethnic minority languages ​​in the general education program for the 2021-2030 period" is to have 100% of ethnic minority language teachers with standard qualifications trained; 100% of education managers involved in teaching ethnic minority languages ​​are trained to improve their capacity. Decision No. 142/QD-TTg approved the Program to Improve the Quality of Teaching Ethnic Minority Languages ​​in the General Education Program for the 2021-2030 period. Photo source: Ethnic and Development Newspaper[/caption] By 2021, the whole country will have only 6 ethnic minority languages ​​officially taught, including: Mong; Ede; Jrai; Bahnar; Cham and Khmer in 21 provinces and centrally run cities. Every year, more than 600 schools, with 4,500 classes and 110,000 students, learn ethnic minority languages. The number of students learning ethnic minority languages ​​accounts for about 3.9% of the total number of ethnic minority students in general education. At that time, there were 7 ethnic minority languages ​​being taught experimentally in general schools: Hoa; Cham; Thai; Co-Tu; Ta Oi; Pa Co; Bru Van Kieu. Statistics show that in the 2020-2021 school year, the whole country has 1,026 ethnic minority language teachers, accounting for 0.2% of the total number of teachers at all levels of general education. Ethnic minority language teachers are available at all three levels of general education, of which primary school accounts for nearly 90% of ethnic minority language teachers nationwide. The overall level of ethnic minority language teachers is still low. Currently, only Khmer language teachers are assessed to have basically met the standard training level in ethnic languages ​​according to regulations. The remaining ethnic minority language teachers do not have teachers who have met the training standards in ethnic minority languages. The approved program to improve the quality of teaching ethnic minority languages ​​in the general education program for the period 2021-2030 will partly address this reality, first of all, increasing the number of ethnic minority languages ​​officially taught to 8 hours from the 2022-2023 school year. The program has set very specific goals for each stage. Specifically, by 2025 , the compilation of textbooks and teaching materials for primary school level for 8 ethnic minority languages ​​for which subject curricula have been issued will be completed (including Bahnar, Cham, Ede, Khmer, Jrai, Mnong, Mong, Thai). Ensure 100% of textbooks and teaching materials for primary school level for 8 ethnic minority languages ​​after compilation. Issue at least 1 new subject curriculum for ethnic minority languages ​​with written scripts to be included in the general education program. Ensure enough ethnic minority language teachers, of which 45% have standard qualifications and are trained; 100% of education managers related to teaching ethnic minority languages ​​are trained to improve their capacity. Photo source: Ethnic and Development Newspaper[/caption] By 2030, the Program aims to issue at least 02 new subject programs of ethnic minority languages ​​with written scripts to be taught in the general education program; Issue textbooks and teaching guides for secondary schools for ethnic minority languages ​​that are in need and have sufficient conditions for compilation; and textbooks and teaching guides for primary schools for ethnic minority languages ​​for which new programs have been issued. In addition, ensure 100% of textbooks and teaching guides for ethnic minority languages ​​after compilation. In particular, strive to have 100% of ethnic minority language teachers with standard qualifications trained; 100% of education managers related to teaching ethnic minority languages ​​trained to improve their capacity. In order for the implementation process to proceed smoothly and achieve the goals of each set stage, the Decision also specifies the tasks and solutions that the Program to Improve the Quality of Teaching Ethnic Minority Languages ​​in the General Education Program for the 2021-2030 period must implement, including: Developing programs, textbooks and teaching materials for ethnic minority languages; Promoting training and fostering the team of managers and teachers of ethnic minority languages; Strengthening facilities and applying information technology in teaching ethnic minority languages; Completing mechanisms and policies on teaching ethnic minority languages ​​and Promoting propaganda and raising awareness of teaching ethnic minority languages. The Decision also clearly stipulates that the implementation of the Program is chaired by the Ministry of Education and Training; funding for implementing the tasks of the Program is allocated from the state budget according to the current budget decentralization, socialized sources and other legal sources.
