As a mountainous district located in the Northwest of the province, the terrain is divided into 3 distinct regions: limestone mountains, semi-mountainous areas and lowland areas; with a natural area of over 45,000 hectares, a population of over 175 thousand people, of which ethnic minorities account for 16.3% of the population; 17% of the population follows Catholicism, Nho Quan is a land with a rich history, culture and revolutionary traditions.
During the two long resistance wars of the nation, Nho Quan was one of the important base areas not only of Ninh Binh province but also of the Northwest and North Central regions with the core area being the Quynh Luu revolutionary base area. This was also one of the places where people were enlightened about Marxism-Leninism early on and the first communist cells were established to lead the struggle movement of the local masses. Nho Quan was the place where the first grassroots party organization of the province was established when the Vietnam Revolutionary Youth Association was established in 1927 and the Indochinese Communist Party Cell was established in 1929, and it was also the place where the first Provincial Party Congress was held in 1938.
During the resistance war against the French colonialists, the people of all ethnic groups in Nho Quan district sheltered and protected the safety of agencies and high-ranking officials of the Central Party Committee, the Northern Regional Party Committee, Inter-Zone 3 and Ninh Binh province. Nho Quan was the stationing, training, gathering and transit place of the armed forces (Army, Police); it was the place where food, provisions, weapons, equipment, military uniforms, military equipment, etc. were stored during the resistance war against the French and the Americans for the campaign-level and Military Region-level Fronts. The people of Nho Quan, together with the armed forces of Ninh Binh province and Inter-Zone 3, carried out many battles to wear down the enemy's forces and break the enemy's offensive.
From 1947 to 1954, the army and people of Nho Quan district fought 37 battles, killed 352 enemies, and captured 400 guns of various types. In addition, the army and people of Nho Quan also coordinated with army units in the Quang Trung campaign, killing, capturing, and calling for the surrender of 1,800 enemies, capturing 1,354 guns of various types, destroying 23 military vehicles, and collecting hundreds of tons of spoils of war.
Promoting revolutionary traditions, during the resistance war against American imperialism, Nho Quan's army and people competed in labor production, built socialism and provided human and material support to the frontline with the slogan "Not a pound of rice was missing, not a soldier was missing".
The whole district had 25,000 young people joining the army, tens of thousands of people joining the youth volunteers, frontline laborers to protect the Fatherland; 656,000 tons of food, 375,900 tons of provisions were mobilized; together with the whole country, the resistance war against the US to save the country was brought to complete victory, liberating the South, unifying the country. After the nation's long resistance wars, more than 2,800 outstanding children of Nho Quan homeland heroically sacrificed, dedicating their youth to the country. More than 3,000 wounded and sick soldiers left a part of their blood and bones on the battlefields.
With proud achievements in the history of revolutionary struggle, the people and armed forces of Nho Quan district were honored to be awarded the title of Hero of the People's Armed Forces by the State. In particular, on September 15, 2023, Nho Quan district was honored to be recognized by the Prime Minister as a safe zone during the resistance war against France and the US. Nho Quan district was recognized as a safe zone, arousing deep pride in the hearts of every local resident.
Mr. Dinh Tuan Anh, Party cell secretary, head of the Veterans Association of Phuc Loc village, Phu Loc commune (Nho Quan) - who went through the war against America of the nation shared: During the days of resistance against America to save the country, the people of Phu Loc in particular, Nho Quan in general together overcame many difficulties and hardships to protect the homeland. Now the homeland and the country are peaceful, prosperous, happy, as a soldier, I am proud to have contributed a small part in the construction and protection of the Fatherland. I am even more proud when Nho Quan hometown is recognized as a safe zone, this is a worthy recognition for the contributions and sacrifices of generations of Nho Quan people for the independence and freedom of the Fatherland.
Comrade Nguyen Van Thuy, Vice Chairman of Phu Loc Commune People's Committee said: Being recognized as a safe zone is a great pride of Nho Quan people in general and Phu Loc people in particular. Historical relics and heroic stories about the resistance period are still preserved and passed down to the younger generation. Currently, in the commune, Cau Ria - where fierce battles took place during the resistance war against the French and the Americans to save the country - has been recognized as a national historical relic. This place is not only a vivid testament to heroic history but also an attractive destination for tourists, one of the red addresses chosen by war veterans and schools as a place to educate the revolutionary tradition for the younger generation.
Proud of the homeland's tradition, continuing the revolutionary tradition, over the years, the Party Committee, Government and People of Nho Quan district have united, been proactive and creative in implementing the Party and State's policies and guidelines, especially the movement of joining hands to build advanced and exemplary new rural areas. Agriculture, industry and services have all developed remarkably. Thanks to the application of scientific and technological advances, productivity has increased and people's lives have improved. The transportation system has been upgraded, social welfare works have been built, and people's quality of life has been increasingly improved. The movement to build advanced and exemplary new rural areas has been focused on implementation. Traditional cultural values have been preserved and promoted. In addition, many cultural and sports activities have been organized regularly, contributing to improving people's spiritual life.
With the efforts of the Party Committee, Government and People in the district, in 2022, Nho Quan completed the criteria and was recognized by the Prime Minister as a district meeting the New Rural standards (2 years ahead of the target set by the Resolution of the 27th District Party Congress). The change of Nho Quan is a vivid demonstration of the continuous development of the country and Ninh Binh province. On May 17, 2024, the District Party Committee, People's Council, People's Committee and Vietnam Fatherland Front Committee of Nho Quan district held a ceremony to announce the Prime Minister's Decision to recognize Nho Quan district as a safe zone.
With honor and pride, comrade Hoang Khac Tiep, Chairman of Nho Quan District People's Committee affirmed: Being recognized as a safe zone - Nho Quan not only marks the heroic history of the homeland and the country but also has the opportunity to develop further. In the coming time, the district will focus on completing planning, development orientation, maximizing potential for sustainable development. Focus on developing clean agriculture, paying attention to protecting the ecological environment. Developing cultural tourism. Paying attention to preserving and promoting national cultural values. Mobilizing resources to invest in building synchronous and modern infrastructure, especially the transportation system with important routes. Promoting the work of gratitude. Paying attention to taking care of policy beneficiaries, families of war invalids, martyrs, people with meritorious services to the revolution, Heroes of the People's Armed Forces, Heroes of Labor..., strongly arousing endogenous strength to build the homeland and the country to develop more and more.
