The Resolution of the 27th Congress of the Nho Quan District Party Committee sets the goal of reducing the poverty rate in the district to below 2% by the end of 2025. To achieve this goal, the Party Committees and authorities at all levels in the district have been implementing many solutions to create momentum for the poor to rise up.
The family of Ms. Quach Thi Tham, in Tien Phuong 2 village, Van Phuong commune, is a new household that escaped poverty in Nho Quan district at the end of 2023.
"Last year, my family received housing support under Resolution No. 43 of the Provincial People's Council. Along with additional support in terms of money and working days from my family members, a solid house with an area of nearly 60 square meters was completed before the New Year of the Dragon 2024. Not only that, to give my family the opportunity to escape poverty sustainably, I also benefited from a project to support cow breeding. Having a solid house to live in and raising children to graze, I am even more determined to develop the economy and improve the lives of my two children. In addition, I also take care of 60 Dien grapefruit trees in my garden" - Mrs. Tham excitedly said.
In recent years, implementing the policies of the Party and the State, poverty reduction work in Nho Quan district has been directed, organized and implemented with attention and achieved some important results.
According to the multidimensional poverty standard, at the beginning of the 2022-2025 period, Nho Quan district still had 2,175 poor households, accounting for 4.71% of the total households in the district. By the end of 2023, the number of poor households in the district decreased to 1,202 households, accounting for 2.57% of the total households in the district, a decrease of 973 households, a decrease of 2.14% compared to 2021.
Based on the results achieved, Nho Quan district is striving to reduce the poverty rate to below 2% by the end of 2025 according to the target set by the Resolution of the 27th District Party Congress. To achieve this goal, the district has made efforts to effectively implement the poverty reduction support policies of the Central and the province.
Implementing Resolution No. 23/2020/NQ-HDND dated May 27, 2020 of Ninh Binh People's Council regulating support policies for poor households with members who have contributed to the revolution in Ninh Binh province, from 2021 to present, the district has provided support to over 5,000 beneficiaries with a total amount of over 3 billion VND.
From 2019 to 2023, over 3,000 students from poor households were exempted or reduced from tuition fees, study costs and other support with a total budget of 2 billion VND. From 2019 to 2024, the district issued health insurance cards to poor and near-poor households, ethnic minorities... with a total of 96,178 cards.
In particular, the policy credit capital has been deployed by the Social Policy Bank for timely loans to help poor and near-poor households boldly invest in production, business, economic development, and increase income. From 2019 to present, the Social Policy Bank has provided loans for nearly 900 poor households for production with a total amount of 46.2 billion VND; for over 40 cases of loans for labor export with an amount of nearly 2 billion VND... Thereby, contributing significantly to the goal of rapid and sustainable poverty reduction, ensuring social security, gradually improving the material and spiritual life of the poor and policy beneficiaries.
Every year, the District Fatherland Front Committee coordinates with departments, branches, sectors, and People's Committees of communes and towns to promote socialization, launch a movement to build a "For the Poor" Fund, mobilize resources from the generosity of individuals, organizations, and businesses to support the poor and people with difficult housing circumstances; communes and towns have mobilized the Youth Union and mass organizations to support working days for households to build and repair houses.
Mr. Luong Van Thuy, Deputy Head of the Department of Labor, War Invalids and Social Affairs of Nho Quan district said: To effectively implement poverty reduction policies, the annual review of poor and near-poor households is given special attention, with direct leadership and direction from Party committees and authorities; supervision from the Vietnam Fatherland Front; participation from associations, unions and people at all levels. The review is carried out in accordance with procedures and on schedule, ensuring accuracy, publicity, fairness and democracy. The review results must accurately reflect the reality of the local socio-economic development situation and people's lives.
Based on the results of the review of poor and near-poor households, specialized departments have advised the district to implement effective support measures such as: vocational training, guiding the poor on how to do business, promoting agriculture, forestry and fisheries... Accordingly, every year, the Department of Agriculture and Rural Development, Farmers' Association, and District Women's Association coordinate with communes and towns to organize training courses on high-tech farming and livestock techniques and food safety for thousands of farming households, including nearly 500 poor and near-poor households.
Practical support solutions from the Party Committee and the government from the district to the grassroots level, together with the efforts and determination of poor households to overcome difficulties, have led to a steady reduction in the poverty rate every year. This is an important premise for the district to complete and exceed the targets set by the Resolution of the 27th Congress of the Nho Quan District Party Committee.
