Deploying a 350-day and night peak period to eliminate temporary and dilapidated houses nationwide in 2025

Speaking at the opening of the meeting, Prime Minister Pham Minh Chinh emphasized that the successful implementation of the Program to eliminate temporary and dilapidated houses nationwide in 2025 has many important meanings, realizing the Party's policies and guidelines; demonstrating the good nature of our regime, bringing a prosperous and happy life to the people; not sacrificing progress, fairness, and the environment to pursue pure economic growth, "leaving no one behind"; demonstrating the fine tradition of our nation: "the whole leaves cover the torn leaves, the less torn leaves cover the more torn leaves", "national love, compatriots' love"; demonstrating the high determination, great efforts, drastic and creative actions of ministries, branches and localities in mobilizing resources and organizing the implementation of the Program in the spirit of whoever has something helps, whoever has little helps little, whoever has a lot helps a lot, whoever has property helps property, whoever has merit helps merit...

The Prime Minister said that since the first session, after 2 months, the whole country has completed and handed over more than 44 thousand houses and is building 34.2 thousand houses. From now until the end of the year, there are about 240 thousand houses to be completed, while the implementation time is very urgent. Therefore, it is necessary to focus on implementing the peak period of 350 days and nights to successfully implement the Program to eliminate temporary and dilapidated houses nationwide in 2025, ensuring progress and quality. The Prime Minister asked VTV and the Ministry of Labor, War Invalids and Social Affairs to implement a "weekly countdown" program to announce weekly implementation data.

To ensure the completion of the Program in 2025, the Prime Minister suggested that it is necessary to promote the spirit of "5 clear" (clear people, clear work, clear responsibility, clear time, clear results).

The whole country has supported the elimination of 88,488 temporary and dilapidated houses.

According to the report of the Ministry of Labor, War Invalids and Social Affairs, by January 12, 2025, 88,488 temporary and dilapidated houses had been supported, of which 48,989 houses had been inaugurated and 35,8992 new houses had been started. Specifically, housing support for people with revolutionary contributions was 5,196 houses; housing support under the two national target programs was 50,909 houses; especially housing support under the Program to launch the elimination of temporary and dilapidated houses was 28,783 houses.

According to reports from ministries, branches and localities, up to now, 12 localities have received support from 12 units with a total budget of 1,370 billion VND. As of January 2, 2025, the Central "For the Poor" Fund has received over 72 billion VND in support for eliminating temporary and dilapidated houses.

Thanh Hoa province has supported the repair and construction of houses for 4,082 households.

Speaking at the meeting, Secretary of the Provincial Party Committee Nguyen Doan Anh stated: Thanh Hoa Province has thoroughly grasped and strictly implemented the conclusions and directions of the Central Steering Committee and the Prime Minister, especially in areas with a large number of temporary and dilapidated houses, throughout the province; documents of ministries, branches and central agencies. Especially the Conclusion at the First Session of the Central Steering Committee, Official Dispatch No. 117 and Directive No. 42 of the Prime Minister.

The province proactively and promptly established and consolidated steering committees at all levels (provincial, district, and communal levels); and at the same time issued an Action Plan to implement the provincial Program in the spirit of "5 clear".

Thanh Hoa province organized the launching of the Campaign to support "eliminating temporary and dilapidated houses", the first phase raised 226 billion VND; the second phase raised 172 billion VND; the total of both phases mobilized 398 billion VND and continued to have an appeal letter from the Provincial Party Committee - People's Council - People's Committee - Provincial Fatherland Front Committee.

Regularly review and update the status of receiving support from the Central Government; mobilize local social resources and implement in the province, accordingly: The total number of temporary and dilapidated houses in the province is 13,769. The number of houses that have been started and inaugurated is 4,082 (reaching 30%), equivalent to 226 billion VND. The remaining number of houses is 9,687 (more than 6.2 thousand newly built; nearly 3.5 thousand repaired).

The total budget needed in 2025 to implement the Program is 602.51 billion VND, of which: From the State budget according to national target programs is 133.96 billion VND (accounting for 22.2% of the total budget); from mobilization in the locality is 468.55 billion VND (accounting for 78.8% of the total budget). It can be seen that the central budget is very important, but the mobilization from the locality accounts for a very large proportion.

Secretary of the Provincial Party Committee Nguyen Doan Anh emphasized: Thanh Hoa province is determined to eliminate all temporary and dilapidated houses in the province with the spirit that no matter the location or how difficult the implementation is, it is determined to complete it in 2025 in accordance with the direction of the Central Steering Committee on the implementation of eliminating temporary and dilapidated houses. Therefore, to complete the Program "Eliminating temporary and dilapidated houses" in the area, Thanh Hoa province has a number of proposals and recommendations including: Requesting central departments, ministries and branches to promptly allocate the budget of national target programs to Thanh Hoa province.

As a large locality, with 3/4 of the area being mountainous, the population of the mountainous area is over 1.1 million people, the socio-economic conditions are still difficult; the number of temporary and dilapidated houses is still large (nearly 10 thousand houses, the amount of funds that need to be mobilized is large), it is recommended that the Government, the Prime Minister, ministries and branches at the Central level continue to pay attention, support and create conditions for Thanh Hoa province to complete its tasks.

Everyone helps with what they have. If you have little, help little. If you have a lot, help a lot. If you have money, help money. If you have work, help work.

Concluding the meeting, Prime Minister Pham Minh Chinh acknowledged and commended the ministries, branches, the Vietnam Fatherland Front, organizations and localities for their efforts and determination in implementing the Program to eliminate temporary and dilapidated houses nationwide, achieving many important results in a short time; sincerely thanked the cadres, party members, civil servants, public employees, the business community and all classes of people for their enthusiastic response and active support for the implementation of the program, with very noble gestures. At the same time, he frankly criticized a number of ministries, branches and localities for their slow implementation of tasks, not meeting the set requirements; it is necessary to seriously review, learn from experience and immediately overcome them; in which the role and responsibility of the leader must be promoted.

The Prime Minister emphasized that the successful implementation of the Program to eliminate temporary and dilapidated houses nationwide in 2025 has many important meanings, contributing to the realization of the Party's policies and guidelines; demonstrating the good nature of our regime, bringing a prosperous and happy life to the people; demonstrating the high determination, great efforts, drastic and creative actions of ministries, branches and localities in mobilizing resources and organizing the implementation of the Program, with the spirit of everyone helping, whoever has little helps little, whoever has much helps much, those who have money help money, those who have merit help merit; demonstrating the drastic participation of the entire political system, especially the Party committees, authorities, the Vietnam Fatherland Front, socio-political organizations, the police force, the army, the business community and all classes of people. The Program also has profound and practical humanitarian significance, competing to achieve achievements to celebrate the country's important events in 2025.

The Prime Minister requested localities to review and finalize data on support for the elimination of temporary and dilapidated houses in the area, and report to the Ministry of Construction before January 20, 2025, to have a basis for balancing and allocating resources for implementation. At the same time, before January 15, all localities must issue a plan to implement the program. The Ministry of Labor, War Invalids and Social Affairs must study and set up software to update information on implementation progress; monitor and urge localities, promptly propose solutions to difficulties and obstacles; and do a good job of emulation, rewards and discipline.

Speaking at the end of the conference at the Thanh Hoa provincial bridge, Provincial Party Secretary Nguyen Doan Anh stated that all levels, sectors, and members of the Steering Committee from the province to the grassroots level need to thoroughly grasp and strictly implement the direction of Prime Minister Pham Minh Chinh. Weekly updates and reports on the implementation status to the Steering Committee, especially related data and indicators. Local Party committees and authorities proactively remove and promptly resolve difficulties and problems arising during the implementation process. Localities, agencies, and units are required to proactively and resolutely carry out assigned tasks without delay. In addition, inspection, supervision, and urging of the implementation of tasks are strengthened. The Provincial Military Command prepares forces to participate in building and repairing houses for households when the locality has a need.

Through review, the province still needs about 100 billion VND to eliminate temporary and dilapidated houses, so Party committees, authorities, departments, branches, unions, and localities need to call for the participation and support of businesses, organizations, and individuals to complete the elimination of temporary and dilapidated houses in the province in 2025.
