"Remember the hard days"
At the meeting, Minister Dao Ngoc Dung shared that, assigned by the Party and State leaders, along with the sincere feelings of a native son of Ly Nhan, he was very happy to return to his "hometown" to meet and wish the people a Happy New Year.
The Minister expressed his joy and happiness when witnessing his homeland changing every day.
"I am very happy to hear the local report. In recent years, my hometown has become more and more prosperous, with a "change of skin". My hometown has changed, and I also see a lot of new vitality in myself," Minister Dao Ngoc Dung shared.
He recalled: "When I was still working in my hometown, I still remember every time I went to the communes and districts and it rained, riding a bicycle was very difficult, the mud wrapped and stuck tightly to the wheels. Every trip like that, I had to bring a stick to poke the mud out, and when I took the bike to the pond to wash it, the chain came off. I remember those difficult days very fondly, so now, wherever I go, whatever I do, I always yearn for my hometown."
The Minister highly appreciated the locality's recent attention to not only building transport infrastructure but also paying attention to historical sites, cultural sites, places of worship and spirituality, martyrs' cemeteries, martyrs' memorial houses, etc. to educate the younger generation about the heroic traditions of previous generations.
Listening to the local report on social security care for the people, he highly appreciated the fact that the local poverty rate has decreased significantly, the rate of well-off households has increased. The Minister of Information informed that the Ministry of Labor, Invalids and Social Affairs has advised the Government to issue social policies in the new situation.
From social security policy for the disadvantaged to universal welfare
At the end of November 2023, at the 8th Conference, the 13th Party Central Committee discussed and approved Resolution 42 on continuing to innovate and improve the quality of social policies until 2030, with a vision to 2045, to meet the requirements of national construction and defense in the new period.
Social policy in the new situation with innovative thinking, shifting from a social policy approach with the goal of "guaranteeing and stabilizing" to "stabilizing and developing".
"The upcoming social policy will shift from ensuring social security for the disadvantaged and vulnerable to a universal welfare regime, so that all people can enjoy the common development results of society," the Minister emphasized.
Informing local people, the Minister said that at the recent meeting of the Central Emulation and Reward Council, he proposed that the whole country launch a movement to eliminate dilapidated and temporary houses, striving for a 2-year period, 2024-2025, to have no dilapidated houses nationwide.
"Right after Tet, the whole country will start implementing this goal. I hope Ha Nam will take the lead and soon eliminate temporary and dilapidated houses for the people," the Minister expected.
The Minister noted that for poor households and those who are no longer able to work to escape poverty, localities need to classify and include them in the social protection policy. For households that are able to escape poverty, support is needed so that families can become self-reliant.
The Minister also suggested that in the coming time, the locality should focus on developing the industrial and service sectors, including high technology and advanced technology, and consider retaining a part of agricultural land for the people, because land is a fundamental factor for rural people.
"I hope the district needs to focus on taking care of children's education, using education as the foundation, orienting children to study to move forward, to become human beings," the Minister expressed.
On the eve of the New Year of Giap Thin, Minister Dao Ngoc Dung sent New Year greetings to policy families, poor households, workers, and disadvantaged children in Ly Nhan district. He wished everyone in the new year joy, health, and happiness, and that the locality would have many new developments.
On the occasion of the Lunar New Year, Minister of Labor, Invalids and Social Affairs Dao Ngoc Dung presented 350 gifts to policy beneficiaries, meritorious people, poor households, and social protection beneficiaries.
Vietnam Children's Fund donated 50 bicycles and 500 gifts (candy and cash) to children in especially difficult circumstances.
