In telegrams/letters sent to General Secretary and President To Lam, leaders of several European countries expressed their wish to strengthen cooperation and trust in Vietnam's role in the world.

On September 4, the Vietnamese Ministry of Foreign Affairs continued to update the list of European leaders and some countries and international organizations that have sent congratulatory messages/letters on the 79th anniversary of Vietnam's National Day in recent days. Sending a congratulatory message to General Secretary and President To Lam, King Charles III of the United Kingdom highly appreciated the relationship between the two countries. He hoped that Vietnam and the UK would continue to cooperate closely on important global issues such as peace, prosperity, environment and climate change, for the benefit of future generations of the two countries in the coming time. Also sending a congratulatory message to General Secretary and President To Lam, German President Frank-Walter Steinmeier assessed that Vietnam and Germany have a long-standing close relationship. Recalling his visit to Vietnam earlier this year, President Frank-Walter Steinmeier believed that the two countries would continue to deepen their diverse ties in the coming time, as well as overcome current global challenges. In his congratulatory letter to General Secretary and President To Lam, French President Emmanuel Macron expressed his pleasure at working with Vietnam to continue pursuing dynamic commitments and developing bilateral exchanges and cooperation in all areas, from bilateral to multilateral. He highly appreciated Vietnam's efforts in participating in a sustainable future through the implementation of energy transition, affirming France's support for Vietnam in realizing this goal. In her congratulatory message to General Secretary and President To Lam, Governor General of Canada Mary Simon highly appreciated the long-term friendship and cooperation between the two countries. She also expressed her delight at the positive developments in bilateral relations, demonstrated through the two sides' regular maintenance of consultation mechanisms, mutual visits and close cooperation at multilateral forums. At the same time, she hoped that the two countries would continue the positive momentum, developing relations in all areas.
King Willem-Alexander of the Netherlands , President of South Africa Matamela Cyril Ramaphosa , and Secretary-General of the United Nations Antonio Guterres also sent congratulatory messages to General Secretary and President To Lam on Vietnam's National Day.
