According to the Law on Military Service (NVQS) 2015 and decisions, circulars, and instructions, the process of selecting and calling citizens to join the army includes the following steps: Screening citizens performing military service; preliminary selection of citizens performing military service; reviewing and voting to call citizens for military service health check; military service health check; re-examining standards and voting to call citizens to join the army; procedures for completing and examining records; researching, finalizing military numbers, handing over records; issuing orders to call citizens to join the army; receiving and handing over soldiers; compensation. In the process of carrying out the steps, the agency performing military service must compare many related regulations. Meanwhile, with many current regulations, the application is very inadequate, entangled, causing difficulties for the agencies performing the task.

For example, Article 4 of the Law on Military Service stipulates: Deferment of military service for citizens who are receiving university-level training... during the duration of a training course of a training program. This provision makes the enforcement agency not understand whether the content of "the duration of a training course" is calculated according to the maximum or minimum time, or calculated according to the planned time according to the university education regulations.
After the 2020 Law on Residence takes effect, people who work or study far away only need to present their citizen identification card at their temporary residence, without having to apply for a temporary absence certificate. Registering for a change of residence is now more convenient through the public service portal, creating convenience for citizens, but causing difficulties in management such as registering for military service examination and conscription. When the order to be called for a medical examination is issued, many young people or their families are away from their locality and cannot be contacted by phone. When the military service recruitment period ends, they return. On the other hand, many families work far away but do not change their household registration, causing great difficulties for localities when finalizing their political and policy review capacity.
Or, with the regulation on health screening for young people performing military service according to the joint circular between the Ministry of National Defense and the Ministry of Health, localities cannot implement it because most young people are not present in the locality...
From the beginning of August 2023, the Military Service Councils at all levels will begin to deploy the work of recruiting citizens to join the army in 2024. Currently, the Military Department (Provincial Military Command) is consulting documents for the Standing Agency of the Provincial Military Service Council to direct and urge the implementation of military recruitment in 2024 in the province. Along with that, this agency is also synthesizing the difficulties, obstacles, and shortcomings in military recruitment work over the past years to advise and send to competent authorities to propose early amendments so that military recruitment work in the coming years will be more favorable.
The representative of the Military Department said that the work of selecting citizens to join the army is to carry out the legal targets assigned by the State. Therefore, while waiting for the correction of shortcomings in the military recruitment work, the entire political system of the province is determined and strives to complete the military recruitment work in 2024 well from now.
