Also attending the congress were leaders and former leaders of Tuyen Quang province through the periods; representatives of the Central Committee of the Vietnam Fatherland Front, the National Assembly's Ethnic Council, the Ethnic Committee, Military Region II. Representatives of the provinces: Bac Kan, Cao Bang, Yen Bai, Thai Nguyen, Ha Giang, Phu Tho, Vinh Phuc, Binh Thuan and 250 official delegates representing more than 474,000 ethnic minorities of Tuyen Quang province.
After 5 years of implementing the Resolution of the 3rd Congress of Ethnic Minorities in Tuyen Quang Province in 2019, the average income per capita of the province reached more than 56 million VND/person/year, the poverty rate of ethnic minorities decreased by an average of 7.6%/year; support for renovating and repairing houses, reaching more than 120% of the plan for the entire period of 2021-2025, exceeding the target set by the 3rd Congress of Ethnic Minorities.

To date, 74/122 communes have met the new rural standards; 13 communes have met the advanced new rural standards, more than 600 infrastructure works have been and are being built. 100% of communes have asphalted roads to the center; the rate of households using the national grid and other power sources is over 99.9%. There are 9 communes in area III, 8 communes in area II that have completed the new rural construction, becoming communes in area I.
The preservation and promotion of cultural identity, language, script, customs, practices, and fine traditional beliefs of ethnic minorities are highly valued. The political system at the grassroots level is strong, political security and social order and safety are maintained, contributing to the protection of territorial sovereignty and national border security. The great national unity bloc is strengthened, and the trust of ethnic minorities in the Party and the State is enhanced.
At the congress, delegates focused on discussing and exchanging good experiences and valuable lessons, agreeing on goals, tasks and key solutions to continue promoting and improving the effectiveness of ethnic work and ethnic policies in the province.

Speaking at the Congress, Comrade Hau A Lenh, Member of the Party Central Committee, Minister, Chairman of the Ethnic Committee emphasized that the key task in the coming time is for Party committees at all levels, authorities, socio-political organizations, cadres and Party members to continue to study, raise awareness and thoroughly grasp the viewpoints, policies and guidelines of the Party and State on ethnic work, great national unity and ethnic policies.
Promoting the potential and advantages of the province, focusing resources on investment in socio-economic development, promoting poverty reduction, building new rural areas, improving the material and spiritual life of ethnic minorities. Along with that, focusing on building and consolidating the grassroots political system in ethnic minority and mountainous areas, especially in remote, isolated and extremely disadvantaged communes.
Pay attention to preserving and promoting fine traditional cultural values, tangible and intangible cultural heritages of ethnic minorities; focus on building and fostering the great solidarity of ethnic groups.
The Congress unanimously voted to pass the Resolution Letter with a number of specific tasks and goals: The rate of poor ethnic minority households is reduced to below 10%; The rate of ethnic minorities of working age receiving vocational training suitable to their needs and conditions reaches 50%; eliminating temporary and dilapidated houses for ethnic minorities; striving for 90% of communes in ethnic minority and mountainous areas to meet new rural standards; 100% of commune-level administrative units have cultural houses , of which more than 80% meet the prescribed standards; basically completing the National Target Program on socio-economic development in ethnic minority and mountainous areas for the period 2021-2030.
At the congress, Comrade Do Van Chien, Politburo member, Secretary of the Party Central Committee, Chairman of the Central Committee of the Vietnam Fatherland Front presented flowers to congratulate the congress and presented 80 televisions to Tuyen Quang province. Units, businesses, and philanthropists donated 800 million VND to disadvantaged students in Tuyen Quang province.
On this occasion, Minister and Chairman of the Ethnic Committee Hau A Lenh presented Certificates of Merit to 1 collective and 5 individuals; presented Certificates of Merit and Commemorative Medals to 5 individuals; 10 collectives and 30 individuals received Certificates of Merit from the Chairman of the Provincial People's Committee for their outstanding achievements in implementing ethnic work and ethnic policies in the past time.
