Department of Health organizes conference to deploy electronic medical records
The Department of Health said that, implementing the Conclusion Notice of Prime Minister Pham Minh Chinh at the Meeting to summarize the activities of the National Committee on Digital Transformation and Project 06 in 2024, directions and key tasks in 2025 held on February 6, 2025, the Minister of Health has directed the Departments of Health of provinces and cities to deploy electronic medical records at all hospitals nationwide, to be completed before September 30, 2025.
Accordingly, the Department has developed an implementation plan with specific goals and roadmap: By August 1, 2025, complete the deployment of electronic medical records at the Provincial General Hospital and Bach Thong District Medical Center; by September 30, 2025, complete the electronic medical records at the Medical Centers of districts/cities.
Also during this time, upgrade the information technology infrastructure system including image storage servers, databases, storage devices, network devices, wifi, surveillance camera systems, management, examination by smart mobile devices; equipment, security software, information security serving the operation of the entire system to reach level 6 of Circular No. 54/2017/TT-BYT dated December 29, 2017 of the Ministry of Health. Upgrade the HIS hospital management system, LIS test management, PACS image diagnosis and transmission management, deploy the EMR electronic medical record management system to meet the advanced level according to Circular No. 54/2017/TT-BYT and Circular No. 46/2018/TT-BYT of the Ministry of Health. To ensure the completion of the digitalization of medical records as planned, the Department of Health requires that before April 15, the Provincial General Hospital and Medical Centers must establish a Team to deploy electronic medical records at the unit, with the Director as Team Leader, the Deputy Director as permanent Deputy Team Leader; members are representatives of specialized departments/faculties and information technology staff at medical examination and treatment facilities.
The electronic medical record implementation team at Hospitals and Medical Centers coordinates with consulting units (if any) to conduct a survey of the current status of information to serve the development of the unit's electronic medical record implementation plan; completion time is before April 26, 2025.
Based on the current situation, practical situation and survey results, the units shall coordinate with the consulting unit (if any) to develop a plan to deploy electronic medical records, with completion date before June 30, 2025.
Before September 15, 2025, service quality control procedures and service provision results acceptance must be carried out.
The assessment and announcement of medical examination and treatment facilities that have implemented electronic medical record storage instead of paper medical record storage; storage and transmission of medical images instead of film printing and storage of test information instead of paper printing, must be completed before September 30, 2025.
According to the Department of Health, the comprehensive digitization of medical records brings many benefits such as reducing the load on the paper medical record storage system due to the increasing number of medical records; reducing the recording for medical staff and paperwork, saving a lot of time in examination and treatment; reducing the printing of paraclinical indications and drug indications in large quantities, causing waste of paper and ink and increasing the possibility of environmental pollution; reducing time and costs for patients when participating in medical examination and treatment at medical facilities, etc.
Comprehensive digitalization of medical records helps enhance the ability to share data among medical facilities; promote the digitalization of information on health care and protection, medical examination and treatment information to form a national health data warehouse, serving the digital transformation of the health sector; manage population and health care information to ensure accuracy, contributing to improving the quality of service as well as the quality of management of all levels of government.
According to statistics from the Department of Administrative Police for Social Order - Ministry of Public Security , as of March 28, 2025, Bac Kan province had 90,846 people out of a total of 352,209 permanent residents who had integrated the Electronic Health Book on the VNeID application, reaching a rate of 25.79%, while the target set by the Provincial People's Committee when piloting the implementation of the Electronic Health Book for integration on the VneID application in the province was 60%.
Therefore, along with accelerating the implementation of electronic medical records in the health sector, the Department of Health has also advised the Provincial People's Committee to direct relevant units to strengthen propaganda, mobilization and guidance for people to integrate the Electronic Health Book on the VneID application.
Civil servants, public employees, workers and people in the area should actively integrate the Electronic Health Book, referral papers, and appointment papers on the VneID application. Civil servants, public employees and workers need to be exemplary and pioneers in implementation and mobilize relatives, families and people in the place of residence to participate in implementation; ensure that by May 1, 2025, all party members, cadres, public employees, armed forces, and workers at agencies, units and localities integrate the Electronic Health Book on the VNeID application, striving to have the integration rate of the Electronic Health Book on the VNeID application of the province reach over 60% by the end of 2025.../
