For the Nord Stream 2 pipeline to operate, the US needs to lift sanctions on Russia, while Germany must "nod" for gas to be transported to any potential customers in the region.

Earlier this month, the Financial Times , citing sources familiar with the matter, reported that US investors were backing a plan to launch Russia’s Nord Stream 2 gas pipeline to Germany.
It is known that this plan was arranged by Mr. Matthias Warnig, former CEO of the Switzerland-based Nord Stream 2 operating company.
Before Moscow launched a special military operation in Kiev in February 2022, Berlin refused to certify the Nord Stream 2 pipeline. Then, Europe's largest economy also announced a gradual exit from Russian fossil fuels, stopping imports of Russian gas by 2024.
But Russia was "quicker".
On September 2, 2022, Gazprom Energy Corporation stopped all energy supplies to Germany.
Exactly 24 days later, three of the four branches of the Nord Stream 1 and 2 pipelines were destroyed. Only one branch of Nord Stream 2 remained intact.
To date, Germany has almost completely replaced Russian gas supplied through pipelines with liquefied natural gas (LNG) from the US, Norway and Qatar.
And virtually all of Russia’s gas pipelines to Europe have been shut down, which is now the main customer for US LNG.
Shortly after President Trump took office, EU Commission President Ursula von der Leyen said Europe should reduce its gas imports from Russia by importing more LNG from the world's largest economy.
Therefore, according to the Financial Times, recent information about Washington's efforts to reopen the intact Nord Stream 2 pipeline branch and possibly repair the remaining branch is really surprising.
For the pipeline to operate, the US would need to lift sanctions on Russia, Moscow would need to agree to resume gas sales to Europe that had been cut off, and Germany would need to agree to allow the gas to be shipped to any potential customers in the region.
The Financial Times also added that in recent weeks, many unexpected developments have occurred surrounding the possibility of reopening Nord Stream 2.
A Swiss court has postponed bankruptcy proceedings against Nord Stream 2 AG - the parent company of Nord Stream 2 - until early May 2025.
On the US side, during his first term, Mr. Trump strongly opposed the Nord Stream 2 project, imposing sanctions to prevent it. In October 2024, he even declared that he had "destroyed" the project.
However, since returning to the White House in January 2025, he has changed his approach to Russia, promoting "closer" relations with Moscow and hinting at the possibility of lifting some sanctions.
Meanwhile, the Financial Times news agency revealed that a group of US investors has outlined a plan to cooperate with Russian gas corporation Gazprom to operate Nord Stream 2 after sanctions are lifted.
"American investors can make a profit without doing anything," said an anonymous senior US official.
