Risk of sand shortage to build road along longest canal in Ho Chi Minh City

The project to renovate the Tham Luong - Ben Cat canal, the longest in Ho Chi Minh City, needs 1.8 million cubic meters of sand to build roads on both sides, but the supply of materials is facing difficulties.

The issue was mentioned by construction units when Chairman of Ho Chi Minh City People's Committee Phan Van Mai inspected the construction site of the Tham Luong - Ben Cat - Nuoc Len canal infrastructure renovation and construction project on the morning of February 17 (the 8th day of Tet).

This canal is nearly 32 km long, passing through 7 districts in the city, including: 12, Binh Tan, Tan Phu, Tan Binh, Go Vap, Binh Thanh and Binh Chanh. The canal renovation project started a year ago, with a total capital of 8,200 billion VND from the state budget.

According to contractors, the total length of the road on both sides of the canal is about 64 km, and it is estimated that about 1.8 million m3 of sand will be needed to fill the foundation. However, the supply is difficult as large mines in An Giang and Dong Thap are currently not licensed due to legal issues. The southern region is also implementing many large transport projects at the same time, so the source of materials is even more scarce, especially sand for filling the foundation. This could affect the project's completion schedule in April 2025.

Chairman of the Ho Chi Minh City People's Committee Phan Van Mai said that sand is a common difficulty in many projects, but contractors must proactively seek supply sources, and then investors and city leaders can consider it, not just "sit and wait".

"The project is delayed due to lack of sand, so the units need to proactively plan from the beginning," he said, requesting relevant units to coordinate, make detailed plans to control progress, and resolve problems so that the project can be completed by April 30 next year, 8 months shorter than planned.

Mr. Nguyen Hoang Anh Dung, Deputy Director of the HCM City Urban Infrastructure Construction Investment Project Management Board (investor), said that another difficulty in the Tham Luong canal renovation project is the situation of re-occupying the land after clearance. Of which, the most is in Binh Tan district with about 224 households, District 12 also has 14 cases...

"If this issue is not resolved soon, it will be very complicated in the clearance process," Mr. Dung said, and suggested that local authorities mobilize people to return the land.

According to the investor, the Tham Luong - Ben Cat canal infrastructure renovation and construction project has 10 main construction packages, which are being implemented simultaneously and the progress is also on schedule. 2024 is the peak year for implementing this project, in which the main items are focused on construction including: embankment construction, two roads along the bank, a bridge across the canal, drainage system... The entire project has completed about 50% of the volume.

Tham Luong - Ben Cat - Rach Nuoc Len is the longest canal in Ho Chi Minh City. The project to renovate and build infrastructure for the canal is being carried out with the scale of building concrete embankments on both banks, dredging the canal bed and making roads 7-12 m wide on each side. Along the route, three bridges, 19 drainage culverts, 12 boat docks, lighting systems, trees, etc. will be built.

Phase one of the project was implemented 22 years ago with site clearance and dredging, embankment construction on both sides, and construction of drainage gates at some surrounding canals. Due to lack of capital, phase two of the project has only now been implemented using the central and Ho Chi Minh City budgets. In addition to this project, the city is also clearing the site to prepare for the renovation of Xuyen Tam canal in the inner city, with a total capital of more than VND9,600 billion.
