Construction of Xuyen Tam Canal renovation to start in August 2024

Ho Chi Minh City Xuyen Tam Canal flowing through the inner city will be renovated from August 2024, completed after 4 years to reduce pollution and create a new look for the area.

The information was announced by Mr. Nguyen Hoang Anh Dung, Deputy Director of the Ho Chi Minh City Urban Infrastructure Construction Investment Project Management Board (investor) on the morning of October 24.

Xuyen Tam Canal is nearly 9 km long, flowing through Binh Thanh and Go Vap districts, and is one of the most polluted canals in Ho Chi Minh City. After more than 20 years of planning, the project to dredge, renovate and build infrastructure for the canal has been approved by the city with a total investment of more than VND 9,600 billion from the budget, to be implemented in the period of 2023-2028.

The project includes a main canal nearly 6.7 km long from Nhieu Loc - Thi Nghe canal to Vam Thuat river and three branches over 2.2 km long (Son bridge, Binh Trieu and Binh Loi branches). Xuyen Tam canal will be dredged to a depth of 3.5 m, 20-30 m wide with a synchronous wastewater and rainwater collection system. Roads will be built on both banks, each with two lanes 6 m wide, sidewalks 3-4 m wide, along with parks, green areas; lighting system...

According to Mr. Dung, of the two localities the canal passes through, the section through Go Vap district is expected to start construction first in August 2024, because the workload is less than the section through Binh Thanh.

In Go Vap, the total land area recovered for the project is more than 19,500 m2 with about 84 households and organizations affected. The locality has prepared resettlement apartments for those who are cleared at Khang Gia apartment building, Ward 14. The construction of the canal section through this district is expected to be completed in May 2025, helping to improve urban areas and pollution in the area.

The land clearance in Binh Thanh is assessed to be difficult because there are nearly 1,800 households and organizations affected. Of these, about 1,107 cases will be cleared, but the locality only plans to arrange 300 land plots and resettlement apartments, still lacking 807 apartments.

To solve the above problem, Mr. Dung said that the city will build a resettlement area at land plot No. 4 Phan Chu Trinh (Ward 12), with an area of ​​over 12 hectares and a scale of 850 apartments. It is expected that the project will be submitted to the Ho Chi Minh City People's Council for approval of the investment policy at the meeting next November.

In addition, temporary accommodation is also considered to ensure short-term accommodation for people. Accordingly, the City People's Committee is submitting to the People's Council a mechanism for calculating temporary accommodation costs at projects that have not yet prepared new accommodation, in order to serve as a common basis for implementation of the projects. In case the Ho Chi Minh City People's Council has not yet approved, the Department of Finance will provide guidance for districts to implement synchronously.

"Localities are developing compensation plans and trying to compensate people at the highest level, helping them have a life equal to or better than their old place," said Mr. Dung, adding that in the Xuyen Tam canal project, there are some cases that are not eligible for resettlement because the houses are built on the canal, and the city will also have appropriate policies to create consensus for relocation.

According to the plan, Binh Thanh district will hand over the entire site in April 2025 for the investor to start construction packages for the section passing through this locality. Construction will be completed in 2028.

The project of dredging, improving the environment, and building infrastructure of Xuyen Tam canal was previously planned by Ho Chi Minh City to be invested in under the public-private partnership (PPP) and BT (build-transfer) contracts. Later, this form was assessed as unfeasible and was not implemented. In August 2019, the Standing Committee of the Ho Chi Minh City Party Committee agreed on the investment policy for the project using the budget. After 4 years, at the meeting of the Ho Chi Minh City People's Council in December last year, the elected body approved the investment policy for this project.
