Bringing Vietnamese diplomacy to new heights
This is deeply reflected in many aspects. As the highest leader of the Party for many years, the General Secretary, together with the Politburo, the Secretariat, and the Central Executive Committee, has planned and developed guidelines, strategies, and policies, bringing Vietnam's foreign affairs and diplomacy to new heights, standing firm in the face of challenges, and attracting international resources for the cause of national construction and defense.
Understanding the mission and strength of foreign affairs, the General Secretary paid great attention and left a prominent mark on this front. According to the work “Building and developing a comprehensive and modern Vietnamese foreign affairs and diplomacy, imbued with the identity of “Vietnamese bamboo”, the General Secretary had 85 speeches, articles, interviews… at Central conferences, national foreign affairs and diplomacy conferences and bilateral and multilateral diplomatic activities and forums.
The General Secretary affirmed and requested to promote the pioneering role of foreign affairs, building a comprehensive and modern diplomacy. Pioneering in thinking, awareness and action; in protecting the Fatherland early and from afar; creating opportunities to promote national and ethnic interests; combining national strength with the strength of the times, mobilizing the strength of the great national unity bloc, especially uniting the strength of the Vietnamese community at home and abroad.
Studying Ho Chi Minh's diplomatic ideology; inheriting and promoting national identity and traditions, selectively absorbing the quintessence of world culture; summarizing theory and practice, General Secretary Nguyen Phu Trong has summarized the very special and unique foreign policy school of the Ho Chi Minh era, imbued with the identity of "Vietnamese bamboo".
That is, “firm roots, strong trunk, flexible branches”; soft, clever but very resilient, determined; flexible, creative but very brave, steadfast, courageous in the face of all challenges and difficulties for national independence, freedom, and the happiness of the people. The General Secretary’s summary is both scientific, comprehensive, profound, vivid, specific, easy to understand, easy to remember, easy to follow.
The General Secretary's works demonstrate profound strategic thinking on foreign policies and guidelines; clearly state the goals, tasks, and orientations to meet the requirements of building and defending the Fatherland in the new situation; proactively and actively integrate comprehensively and deeply into the international community; proactively participate and actively contribute to "enhancing Vietnam's role in building and shaping multilateral institutions and international political-economic order"; firmly shaping the nation and people in the international arena and in the hearts of people and friends around the world.
The General Secretary, together with the Politburo, the Secretariat, and the Central Executive Committee, leads and directs the implementation and implementation of the foreign policy. The General Secretary's visits to many countries and his hosting and reception of many heads of state and senior leaders of countries and international organizations to Vietnam have significantly contributed to strengthening relations, affirming that Vietnam is "a friend, a reliable partner, and an active and responsible member of the international community".
In recent years, the world situation has been extremely complicated and unpredictable, especially with the tensions and conflicts between the three major countries, China, Russia and the US, Vietnam's three comprehensive strategic partners. In 2015, the General Secretary, the highest leader of our Party, made his first official visit to the United States. In September 2023, the General Secretary invited and hosted President Joe Biden and negotiated and signed an agreement to elevate bilateral relations to a comprehensive strategic partnership. Within 9 months, Vietnam welcomed the heads of state of the United States, China and Russia. This was a remarkable mark, demonstrating independence, self-reliance, and the wisdom to seize opportunities; balancing and harmonizing relations with leading powers, for the benefit of the nation. At the same time, it demonstrated that major countries attach great importance to relations with Vietnam.
Scientific viewpoints, concise and careful words, strong actions, high persuasiveness, always transmitting positive energy to cadres, party members and people are typical qualities of the General Secretary. At the Central Conference, national foreign affairs and diplomatic conferences, the Party leader does not impose but always exchanges suggestions with phrases such as "is it possible", "there are some suggestions", "hope comrades discuss carefully"...
With his mettle, intelligence, great heart, and strategic height, the General Secretary, together with the entire Party, the entire people, the entire army, and the diplomatic sector, has “brought Vietnam to the world” and “brought the world to Vietnam”. The achievements of the country in general, and of foreign affairs and diplomacy in particular, all bear the outstanding mark of the General Secretary. All of this proves that General Secretary Nguyen Phu Trong is an excellent student, a great example of studying and following Ho Chi Minh’s ideology, morality, and style.

Through relations and foreign affairs activities, heads of state, senior leaders of countries and international scholars have written many articles and research works recognizing and appreciating Vietnam's diplomatic guidelines, policies and achievements and the mark of General Secretary Nguyen Phu Trong in contributing to peace, friendship, cooperation and development of nations and peoples.

Chairman of the Communist Party of the Russian Federation Gennady Zyuganov affirmed that “the leadership role of the Communist Party of Vietnam is the foundation of the success of socialist Vietnam”; the awarding of the Lenin Prize – the highest award of the Central Committee of the Communist Party of the Russian Federation to General Secretary Nguyen Phu Trong is “recognition of the special contributions of a famous activist in the current communist movement…”.

As soon as the news of General Secretary Nguyen Phu Trong’s passing was announced, international media immediately reported it in full; leaders of many countries and international organizations sent telegrams, letters, messages and signed condolence books to express their deep condolences and highly appreciate the role of the General Secretary. The Lao telegram said, “General Secretary Nguyen Phu Trong is an outstanding leader of the era… Our Lao Party, State and ethnic people have lost a very close and dear comrade.”
Writing in the condolence book to pay tribute, express deep condolences and sympathies to the family of Comrade Nguyen Phu Trong and all the Vietnamese people, General Secretary and President of Laos Thongloun Sisoulith wrote: “We, the Lao Party, State and people will always remember the great merits and valuable contributions of Comrade to the great friendship, special solidarity and comprehensive cooperation between Laos and Vietnam, Vietnam and Laos. China's telegram affirmed, "Comrade Nguyen Phu Trong is a staunch Marxist, a great leader of the Communist Party and the Vietnamese people..., who has made outstanding contributions to the cause of reform..., as well as the socialist movement in the world"; "...is a close comrade and sincere friend of the Communist Party and the Chinese people"; "The Party, State and people of China will forever remember Comrade Nguyen Phu Trong". When visiting General Secretary Nguyen Phu Trong at the Vietnamese Embassy in Beijing, General Secretary and President of China Xi Jinping wrote in the condolence book: "Deeply mourning Comrade Nguyen Phu Trong, an outstanding leader of the Vietnamese people, a great friend of the Chinese people"
President of the Cambodian People's Party and President of the Cambodian Senate Samdech Techo Hun Sen emphasized that the passing of the General Secretary is a great loss. "The leadership of the Cambodian People's Party has lost a comrade, a far-sighted Vietnamese leader who strongly supported and continued to develop the good friendship and cooperation in all fields between Vietnam and Cambodia in the spirit of friendship between the Communist Party of Vietnam and our Cambodian People's Party."
Russian President Vladimir Putin assessed that Comrade Nguyen Phu Trong has received deep respect from the Vietnamese people and has great prestige in the international arena. Russia will remember the General Secretary as a true friend who has made great personal contributions to establishing and developing the Comprehensive Strategic Partnership between the two countries.

The letter from General Raul Castro Ruz and the First Secretary of the Communist Party of Cuba, President of the Republic of Cuba, Miguel Díaz-Canel Bermúdez, stated that the passing of Comrade Nguyen Phu Trong is an irreparable loss for Cuba. Along with studying and thoroughly understanding the viewpoints and foreign policies, those who are lucky enough to have the opportunity to work with, accompany, and meet the General Secretary all receive lessons and deep impressions about the courage, intelligence, ethics, closeness, and simplicity of the highest leader of the Party. Those were precious years, special memories, that will never fade. Everyone felt more mature, loved the country and people more, was more proud and loved their jobs more, had more responsibility, and contributed more.
