National Assembly Chairman Vuong Dinh Hue signed to certify Resolution No. 1035/NQ-UBTVQH15 on questioning activities at the 31st Session of the 15th National Assembly Standing Committee.

The National Assembly Standing Committee acknowledged and highly appreciated the careful preparation, quality, and sense of responsibility of the National Assembly deputies as well as the accountability, clarification of issues, solutions, and commitments of the Ministers of Finance and Foreign Affairs at the question-and-answer session.

The National Assembly Standing Committee requested the Government, Prime Minister, ministers, and heads of ministerial-level agencies to focus on implementing a number of key tasks and solutions, creating strong changes in state management in the areas being questioned.

Comprehensive development of insurance market

Specifically, for the financial sector, the National Assembly Standing Committee requires comprehensive development of the insurance market to meet the needs of individuals and organizations in the economy; diversify and professionalize insurance distribution channels to facilitate customers' access to insurance services, especially low-income customers; publicize and make transparent information about insurance products and companies; and improve the quality of insurance consulting.

Strictly implement the provisions of the Law on Insurance Business and the Law on Credit Institutions on not forcing organizations and individuals to buy insurance in any form, especially selling insurance with banking products. Continue to strengthen inspection and supervision of insurance companies' activities and strictly handle violations.

In addition, continue to improve the legal system on accounting, auditing, valuation, credit rating services and voluntary supplementary pension programs towards approaching international standards and practices, suitable to Vietnam's conditions. Review, study and amend the Law on Independent Auditing; amend the conditions for accounting service business in the Law on Accounting and the Law on Tax Administration.

In addition, complete the legal framework for the fields of lottery, betting, casino and prize games. By 2025 at the latest, complete the amendment of Decree No. 06/2017/ND-CP dated January 24, 2017 of the Government on betting business on horse racing, dog racing and international football.

The National Assembly Standing Committee proposed to continue building a standardized, modern Vietnamese customs system, on par with the customs systems of developed countries in the world. By 2025, digital customs will be basically completed with 100% of administrative procedures in the field of licensing and specialized inspection for export, import and transit goods being carried out through the national single window mechanism; 100% of administrative procedures with high demand for use will be provided with full-process online public services; a modern electronic customs data processing system will be built and developed, with a team of qualified customs officers at all levels, meeting the requirements of implementing digital customs.

Fully and promptly issue documents guiding the implementation of the Law on Prices (amended), especially regulations on Vietnam Valuation Standards, ensuring a consistent system of documents when the law takes effect from July 1, 2024. Strengthen price management, contributing to the effective use of state budget resources and other legal financial resources. Proactively and promptly analyze and forecast market prices to develop and update operational scenarios to control inflation according to the goals set by the National Assembly...

Promote economic diplomacy

Regarding the field of diplomacy, the National Assembly Standing Committee requests to continue to thoroughly grasp and fully institutionalize the Party's resolutions related to diplomacy, especially Resolution No. 34-NQ/TW dated January 9, 2023 of the Politburo on a number of major orientations and policies to implement the foreign policy of the 13th National Party Congress. Promote economic diplomacy to serve the country's development until 2030. Promote the export of Vietnamese goods to large markets with great potential.

Promoting the role of the network of Vietnamese representative agencies abroad, acting as a bridge to support all levels, sectors, businesses and localities in accessing and seizing opportunities in science - technology, education and training, digital development trends, digital transformation, green transformation, etc.

Continue to advise and promote the signing, amendment and supplementation of agreements and arrangements; negotiate and sign new free trade agreements (FTAs) in a selective manner, prioritizing new-generation FTAs ​​on the principle of ensuring the highest national interests and promoting international trade relations in depth, efficiency and substance.

The next task is to continue to improve the effectiveness, innovate the content, form and methods of cultural diplomacy, foreign information and propaganda; actively and proactively cooperate bilaterally and multilaterally on tourism. Closely link cultural diplomacy with economic diplomacy, contribute to promoting exports, attracting investment, tourism, scientific and technological cooperation, innovation, creating favorable conditions for the country to develop rapidly and sustainably. Continue to promote the advantages of representative agencies and overseas Vietnamese communities in promoting and advertising tourism.

The National Assembly Standing Committee proposed to study the development and improvement of institutions and policies on the protection of citizens and Vietnamese people abroad. Comprehensively and effectively implement the work of protecting citizens and the work of Vietnamese people abroad. Do a good job of mobilizing Vietnamese people abroad, especially the young generation, to promote the strength of great national unity, promote the development of mechanisms and policies, and improve the legal system to further promote the resources of Vietnamese people abroad, contributing to the cause of building and defending the Fatherland, including solutions to connect and mobilize the intellectual resources of Vietnamese people abroad.

At the same time, continue to improve the legal system in the field of foreign affairs to meet the requirements of foreign affairs and international integration in the new situation. In particular, focus on researching and developing a draft Law on Diplomatic Ranks and Titles to replace the current Ordinance on Diplomatic Ranks and Titles; a draft Law on privileges and immunities for diplomatic missions, consular offices and representative offices of international organizations in Vietnam.

The Resolution clearly states: The Government, Prime Minister, ministers, heads of ministerial-level agencies, Chief Justice of the Supreme People's Court, Chief Prosecutor of the Supreme People's Procuracy, State Auditor General, People's Councils, People's Committees of provinces and centrally run cities, within the scope of their tasks and powers, are responsible for implementing the Resolution.

The Ministry of Finance and the Ministry of Foreign Affairs shall preside over and coordinate with relevant ministries and branches to report in writing to the National Assembly Standing Committee on the implementation of the resolution every September.

The Nationalities Council, the National Assembly Committees, the National Assembly Delegations, the National Assembly deputies, the Vietnam Fatherland Front and socio-political organizations, within the scope of their tasks and powers, are responsible for supervising the implementation of the resolution. Based on the resolution and the practical implementation of the law, the Nationalities Council and the National Assembly Committees proactively organize explanation sessions in their respective fields, contributing to effectively resolving practical issues, meeting the requirements and aspirations of compatriots, voters and people nationwide.
