In his opening speech, Comrade Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee , Head of the Steering Committee for the defense zone drill, flood and storm prevention and search and rescue drill at the provincial level (hereinafter referred to as the Steering Committee) commended the proactive spirit of the members of the Provincial Steering Committee and the Steering Committees of districts and cities in the 2024 drill plan; at the same time, requested the members of the Provincial Steering Committee and districts and cities, based on the re-evaluation of the results of the defense zone drill, flood and storm prevention and search and rescue drill at the district level in 2023, to study, develop and supplement the 2024 drill plan to be realistic and effective.
At the conference, the representative of the Provincial Military Command announced the decision to establish a Steering Committee, a Steering Committee agency for the defense zone exercise , flood and storm prevention and search and rescue exercise at the district level in 2024, accordingly, reorganizing a number of members according to new work assignments.
In 2023, Nghe An province directed the organization of defense area drills, flood and storm prevention drills and search and rescue drills in difficult conditions due to prolonged severe hot weather, with localities simultaneously carrying out many important tasks. However, with great efforts and determination, Party committees and authorities at all levels have done a good job of preparing and organizing drills according to the set plan.

Through the practice of the drill, the awareness of all levels and sectors, especially the team of cadres in charge of localities, on building defense zones, preventing natural disasters - search and rescue and building armed forces in the new situation has clearly changed; through the drill, the mechanism has been adjusted to suit local realities but still maintains the content, duration and schedule; the scripts of the basic conferences have been built correctly and with sufficient content; in the practice of defensive operations, situations have been handled promptly, appropriate determination to fight has been determined, ensuring principles.

The provincial steering committee plans to conduct regional defense drills and flood and storm prevention drills in 2024 in two phases, in which phase 1 is to move armed forces into combat readiness and localities into defense states; to move armed forces from high combat readiness to full combat readiness; to move localities into wartime status; phase 2 is to organize preparations for defensive operations; phase 3 is to practice regional defensive operations.
At the conference, the Provincial Steering Committee also planned the contents of the drill and assigned and assigned the 2024 drill tasks to the districts of Quynh Luu, Hoang Mai town, Yen Thanh, Nam Dan, Tan Ky, Quy Hop. At the same time, the plan for the flood and storm prevention - search and rescue drill in Hung Nguyen district was approved, with phase 1 being the mechanism operation and phase 2 being the drill.
Speaking at the discussion, the District and Town Steering Committees basically agreed with the plans and scenarios proposed by the Provincial Steering Committee. The representative of the Department of Information and Communications suggested that the Provincial Steering Committee invite representatives of telecommunications enterprises such as VNPT or Viettel to participate as well as serve the operation of more effective combat plans.

Highly focused, striving to successfully complete the 2024 exercise plan
Speaking at the conference, Comrade Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Head of the Provincial Steering Committee emphasized that basically, the members of the District Steering Committee have all gone through a number of defense area drills as well as district-level flood and storm prevention drills, so they have experience but should not be subjective because of that. He also noted that in order for the drill plan to be carefully prepared and ready, there must be a scenario close to each combat situation.
Based on the assessment report of the Standing Office of the Steering Committee in 2023 and the draft of some contents of the defense area drill and the flood and storm prevention - search and rescue drill in 2024 and the additional comments of the members, the Chairman of the Provincial People's Committee, Head of the Steering Committee acknowledged that the district and town-level units in 2023 had completed well, ensuring the implementation of the drill contents in a safe, economical and effective manner.
During the exercise, the Party's leadership, the government's management and the military, police and mass organizations' advisory roles were ensured; the advisory role of local Party committees and authorities was promoted when mobilizing over 4,000 people to participate.
Through the exercise, two key tasks were achieved: building and protecting the Fatherland in the spirit of Resolution 28 of the Politburo; strengthening defense capacity and maintaining security and order. Through the exercise, the combat readiness capacity of local authorities and Party committees was tested and trained, and situations arising in practice were handled according to the "4 on-site" motto. In addition to the defense significance, the exercise of flood and storm prevention and search and rescue plans also has practical significance for areas that are frequently affected by natural disasters and floods such as Nghe An.
Acknowledging the efforts of the standing agencies, advisory agencies and localities in 2023, the Chairman of the Provincial People's Committee and Head of the Provincial Steering Committee also pointed out the shortcomings and limitations that were pointed out in 2023 to find ways to overcome them. Emphasizing that in 2025 the province will not organize a drill, the 2024 drill is the last drill of the 2020-2025 term, so it is recommended that localities planning to organize drills and departments and branches focus on performing well the assigned tasks; associated with the reality of each locality.
Immediately after this meeting, the Provincial Military Command urgently advised the Steering Committee to submit the Notice of the exercise schedule according to the timeline; complete the exercise intention for the districts to submit to the Military Region for approval. For Hung Nguyen district, it is necessary to develop an intention for the flood and storm prevention and search and rescue exercise; guide the Steering Committees of localities to issue documents to lead the implementation of the exercise. Take the lead in advising on organizing training and fostering knowledge on defense area exercises for localities in line with local conditions; consider the proposal to invite telecommunications units to participate in the exercise with appropriate contents and stages.
The Provincial Police Department shall coordinate with the Provincial Military Command and the Provincial Border Guard to develop a plan to ensure security and safety of people, property, and equipment during the exercise; and at the same time report to the Provincial Steering Committee to seek opinions from the Ministry of Public Security on the exercise contents. The Provincial Border Guard shall coordinate with Quynh Luu District and Hoang Mai Town to advise on the development of plans and contents for the exercise of landing and infiltration of the coast, etc.
In the coming time, localities need to strengthen propaganda to raise people's awareness of defensive area drills, flood and storm prevention drills and consider this a key political task in 2024 and the entire term. Therefore, it is necessary to soon establish a Steering Committee for the drill and organize support, issue guiding documents; coordinate with the Provincial Military Command to ensure appropriate drill time, avoid overlap; prepare facilities, human resources and a system of documents to practice the plan.
The Chairman of the Provincial People's Committee, Head of the Steering Committee, also assigned the departments and branches that are members of the Provincial Steering Committee to proactively coordinate with the Standing Office of the Provincial Steering Committee to fully participate in the drill content, supplement the script and plan to help the localities. Requested the Standing Office of the Committee to promptly advise on organizing experience sharing and rewards immediately after the drill ends.
