The Office of the People's Committee of Nghe An province has just issued a document conveying the opinion of the Chairman of the People's Committee of Nghe An province, Le Hong Vinh, assigning agencies, units and localities subject to rearrangement to temporarily suspend the implementation of renovation and repair of working headquarters, purchase of assets, working equipment and new rental of assets during the period of rearrangement and organization of the apparatus in the province until completion, or there is a new guiding document.

In case of real necessity, the agency or unit must report to the competent authority or person for consideration and decision.

Along with that, temporarily stop the advance payment of capital for basic construction investment for works and projects using state budget sources from March 4, only make capital payments for completed volumes. In case agencies and units still make advance payments, they must take full responsibility before the Provincial People's Committee and the Chairman of the Provincial People's Committee.

People's Committees of districts, cities and towns shall review, classify and report on the implementation status of projects in the area from all capital sources to clearly determine the number of outstanding and unfinished projects, the number of completed projects that have not been settled, and the outstanding debt.

The report is completed and sent to the Provincial People's Committee and the Department of Finance before March 6. The Department of Finance will synthesize and report to the Provincial People's Committee on March 6.

Previously, at the end of February, after receiving information about some districts building new headquarters during the research period to abolish the district level, the People's Committee of Nghe An province issued a document requesting to temporarily suspend the implementation of new investment projects, repair and renovation of headquarters of agencies, organizations... under the management of district-level administrative units throughout the province.

This request for suspension is to ensure thrift practice and anti-waste in the process of implementing the plan for innovation and organizational restructuring.

Immediately after the directive, Do Luong District Party Committee temporarily suspended the construction of a new district party committee headquarters with a budget of nearly 73 billion VND; Con Cuong District temporarily suspended the construction of a centralized administrative center with a total investment of 110 billion VND.
