Elevating cooperative relations to suit the new situation

With a busy schedule of activities in Mongolia, Ireland, France, and the Francophone Summit, General Secretary and President To Lam and the Vietnamese delegation had nearly 80 rich and diverse activities on both bilateral and multilateral levels.

This is the first state visit by a Vietnamese leader to Mongolia after 16 years, to Ireland after nearly 30 years of establishing diplomatic relations, to France after 22 years, and also the first time the General Secretary and President attends the Francophone Summit.

The leaders of the States, Governments and National Assemblies of the countries gave General Secretary and President To Lam and the high-ranking Vietnamese delegation a solemn, sincere, warm and thoughtful welcome with many exceptions, showing the high and special respect of the countries for Vietnam's position and prestige; demonstrating the deep political trust between Vietnam and the countries and the desire to jointly promote bilateral relations in depth, substance and effectiveness.

Establishing Vietnam - Mongolia Comprehensive Partnership

The State visit to Mongolia is of special significance as it takes place on the occasion of the 70th anniversary (1954 - 2024) of the establishment of diplomatic relations between the two countries and the relationship is at its best stage of development.

During the visit, General Secretary and President To Lam held talks with President Ukhnaagiin Khurelsukh; met with National Assembly Chairman Dashzegviin Amarbayasgalan, Prime Minister Luvsannamsrain Oyun-Erdene and attended a number of other activities with overseas Vietnamese in Mongolia and local businesses.

In an atmosphere of trust, sincerity and openness, the leaders of the two sides expressed their joy and satisfaction at the strong, substantive and effective development of the traditional friendship between the two countries in recent years.

With confidence in the future of cooperation between the two countries, General Secretary and President To Lam and President Ukhnaagiin Khurelsukh decided to issue a joint statement upgrading the relationship between the two countries to a Comprehensive Partnership, aiming to orient the deeply trusted cooperation between the two countries in all fields to become increasingly in-depth, substantive, effective and comprehensive.

Mongolian Prime Minister Oyun-Erdene affirmed that strengthening comprehensive and extensive cooperation with Vietnam is a top priority in Mongolia's foreign policy in the region.

General Secretary and President To Lam emphasized Vietnam's consistent policy of attaching importance to cooperative relations with Mongolia and wishing to promote the development of bilateral relations in an increasingly substantive, effective and long-term manner, in accordance with the interests, potential and cooperation needs of both countries.

During the visit, witnessed by General Secretary and President To Lam and President Ukhnaagiin Khurelsukh, ministries, branches and localities of the two countries signed seven cooperation documents.

Minister of Agriculture and Rural Development Le Minh Hoan said that Mongolia, although not yet a major trading partner, with the potential of the steppe livestock industry, experience in large-scale livestock farming, and drought-prone agriculture, has suggested investment and cooperation in agricultural models in the Central region, where there is sunshine and wind, such as Ninh Thuan and Binh Thuan of Vietnam.

Vietnam – Ireland Strategic Partnership on Higher Education Cooperation

The state visit to Ireland by General Secretary and President To Lam and the high-ranking Vietnamese delegation this time is of great significance, promoting political trust and mutual understanding, improving efficiency, deepening and opening a new stage of development for the multifaceted cooperation between the two countries.

General Secretary and President To Lam had official talks with Irish President Michael D. Higgins and the heads of the Irish Government and Parliament. The two sides' senior leaders discussed and agreed on orientations, cooperation frameworks and major measures to substantially enhance and improve the effectiveness of bilateral relations, especially in areas of strength and in line with the development goals of the two countries such as education - training, trade and investment, innovation, science - technology, and high-tech agriculture. The two sides also discussed regional and international issues of mutual concern and agreed on measures to promote close coordination at multilateral forums to contribute to peace, cooperation and development in the region and the world.

Building on the excellent bilateral cooperation over the past 30 years, the two leaders welcomed the establishment of the Strategic Partnership in the field of higher education cooperation and affirmed the importance of building a comprehensive partnership framework at an appropriate time.

On this occasion, General Secretary and President To Lam visited Trinity College Dublin and delivered an important policy speech on the strategic vision for bilateral relations in the new development period.

The General Secretary and President affirmed that under the leadership of the Communist Party of Vietnam, Vietnam is steadfast in its goal of “national independence associated with socialism” and takes this as its ideology and guiding principle to protect and develop the country. Vietnam also continues to take people as the center and driving force for development; build a rule-of-law State, of the people, by the people and for the people; consistently implement a foreign policy of independence, self-reliance, peace, friendship, cooperation and development, multilateralize and diversify relations, be a friend, a reliable partner, an active and responsible member of the international community; proactively and actively integrate deeply and comprehensively into the international community.

Expressing her special impression with the speech of General Secretary and President To Lam, Ms. Orla Sheils, Vice-Chancellor of Trinity College Dublin, really looked forward to educational cooperation in the coming time. Ms. Orla Sheils shared that she was very proud of the Vietnamese students studying at the school and welcomed more Vietnamese students to study, and at the same time wished to send some Irish students to study in Vietnam.

On this occasion, General Secretary and President To Lam and the high-ranking Vietnamese delegation witnessed the signing ceremony of cooperation documents. Notably, General Secretary and President To Lam announced the opening of the Vietnamese Embassy in Ireland after 30 years of establishing diplomatic relations, opening a new stage of development in bilateral relations, meeting the expectations of the Vietnamese community in Ireland.

Therefore, the State visit to Ireland by General Secretary and President To Lam will create new momentum for the two sides to strengthen cooperation in key areas, expand and promote cooperation in areas with great potential and in line with the development goals of the two countries.

Upgrading the Vietnam - France Comprehensive Strategic Partnership

Successfully concluding the State visit to Ireland, General Secretary and President To Lam and the high-ranking Vietnamese delegation continued to attend the 19th Francophone Summit and pay an official visit to the French Republic from October 3-7, 2024.

The 19th Francophone Summit was held at two iconic locations in France: the International French Centre at Villers-Cotterêts Castle and the Grand Palais in Paris. The theme of this year’s conference was “Creativity, Innovation and Entrepreneurship in French”.

Speaking at the Conference's "For a Renewed Multilateralism" Session, General Secretary and President To Lam affirmed the irreplaceable role of multilateral mechanisms, highlighting the contributions of the International Organization of La Francophonie (OIF) and Francophone institutions in addressing issues of common concern to the international community, as well as the processes of building frameworks and principles for emerging issues.

At the closing session of the 19th Francophone Summit, the heads of state and government of Francophone member states unanimously adopted many important documents, including the Villers-Cotterêts Joint Declaration, the Resolution on the political situation and strengthening peace in the Francophone space, and the Declaration on solidarity with Lebanon.

The conference also unanimously agreed to accept Ghana and the Republic of Cyprus as full members, bringing the OIF membership to 93; and admitted Angola, Chile, the Nouvelle-Escosse region (Canada), French Polynesia and the Sarre region (Germany) as observers.

The Conference decided to hold the 46th Francophonie Ministerial Conference in Cote D'Ivoire in 2025 and the 20th Francophonie Summit in Cambodia in 2026. After the 7th Francophonie Summit held in Hanoi in 1997, this will be the second time the Summit is held in the Asia-Pacific region.

During the conference, many leaders of the State and Government of Francophone countries and international organizations proactively met and contacted General Secretary and President To Lam to express their desire to cooperate with Vietnam, share experiences in economic and social development; promote political-diplomatic cooperation, economics, trade, education and training, culture, people-to-people exchange, etc., and strengthen coordination on regional and international issues of mutual concern, both bilaterally and multilaterally.

Within the framework of the program, General Secretary and President To Lam and the high-ranking Vietnamese delegation attended and spoke at the Francophone Business Forum on Innovation and Creativity (FrancoTech). Speaking at the forum, General Secretary and President To Lam affirmed that Vietnam is creating an increasingly favorable investment and business environment, with many attractive incentive policies and a very favorable position and position to help Francophone businesses continue to grow and develop into large corporations and enterprises of international stature. Vietnam is ready to participate in supporting African countries in the spirit of "if you want to go far, go together".

On this occasion, General Secretary and President To Lam witnessed the signing of a cooperation agreement between the Ministry of Agriculture and Rural Development of Vietnam and the Ministry of Foreign Affairs of the Republic of Benin on cooperation in the field of agriculture.

According to Minister of Agriculture and Rural Development Le Minh Hoan, in the context of climate change, which threatens food security, African countries are looking to cooperate with Vietnam as a place to "solve difficulties" or as a place to support agricultural development. Therefore, despite the geographical distance, it is also an opportunity for Vietnamese businesses and scientists to strengthen cooperation in the agricultural sector. Through agricultural cooperation, the image of Vietnam is brought to Africa.

Next, the official welcoming ceremony for General Secretary and President To Lam on his official visit to the French Republic took place solemnly according to national protocol, thereby demonstrating France's special respect for the head of the Party and State of Vietnam.

The important highlight of this official visit to the French Republic is that Vietnam and France agreed to upgrade their relationship to a Comprehensive Strategic Partnership, affirming a breakthrough after more than 10 years of establishing and implementing the Strategic Partnership framework. This will be a solid basis and foundation to strengthen political trust between the two countries, bringing the Vietnam - France relationship to an increasingly deeper level, for the benefit of the people of the two countries and for peace and stability in the region and the world.

The two sides also signed cooperation documents between the governments, ministries, branches and localities of the two countries, opening up opportunities for cooperation between the two countries in many new fields. In addition, a number of universities and enterprises also signed cooperation agreements such as the Cooperation Agreement on Education between the Government of Vietnam and the Government of France, the Cooperation Agreement with UNESCO on the establishment of a Research and Training Center, Airbus and Vietjet handed over a new aircraft bearing the image of the 50th anniversary of Vietnam - France diplomatic relations, at Orly airport, Paris...
