The province currently has 115 cooperatives operating in the agricultural sector. In order to promote the role of cooperatives in building new rural areas and effectively restructuring the agricultural sector to adapt to climate change, the Provincial People's Committee has issued many documents directing to remove difficulties for cooperatives; in particular, with the full implementation of support policies, creating favorable conditions for cooperatives to develop and expand production and business activities. Specifically, the Department of Agriculture and Rural Development has advised the Provincial People's Committee to allocate capital from the National Target Program on New Rural Construction to support agricultural restructuring and rural economic development of 16.2 billion VND; the Department of Science and Technology supports the registration of intellectual property protection, design of product brand identification systems, and traceability stamps for OCOP products of 5 cooperatives. From the provincial budget, localities have supported cooperatives to invest in building infrastructure and processing products for 17 cooperatives, with a total capital of over 14.6 billion VND. In addition, cooperatives have also participated in training courses, human resource development; advanced production skills training, and selling products on e-commerce platforms and at trade promotion fairs.

Through the companionship and support of functional sectors and localities, cooperatives are increasingly operating stably, organizing production, providing essential services to members and farmers; at the same time, linking with businesses to build sustainable production value chains, with key agricultural products. For example, Tuan Tu General Service Cooperative was established in 2016, with 13 members, now growing to 85 members, charter capital of 500 million VND; The cooperative has cooperated with Tien Tien Organic Farm to grow green asparagus, applying a water-saving irrigation system on an area of nearly 20 hectares according to VietGAP standards and purchasing all post-harvest products, for an average profit of about 300-320 million VND/ha/year. Or Truecoop Organic Cashew Cooperative cooperates with farmers in Ninh Son, Thuan Bac and Bac Ai districts to grow over 3,992 hectares of cashew trees, the products are purchased at an average price of 32,000 VND/kg, helping to significantly increase the income of participating households. The Cooperative continues to expand its linkages, striving to achieve the goal of 6,000 hectares of organic certified cashew gardens in the coming time to serve as raw materials for processing and exporting to foreign markets.
In addition, in the province, there are many cooperative models that bring high economic efficiency such as: Linking the production of 80ha of corn seeds of Phuoc An Agricultural Service Cooperative with a profit of about 40 million VND/ha/crop; producing 150ha of rice of Phuoc Hau Agricultural Service Business Cooperative, with a yield of over 7 tons/ha, a profit of 22 million VND/ha/crop. Mr. Le Hoai Nam, Chairman of the Provincial Cooperative Union, acknowledged: Since the conversion of the operating model according to the provisions of the 2012 Cooperative Law, most cooperatives have gradually adapted to market changes, developed in accordance with the local potential, contributed to the economic growth of the province, and effectively participated in the goal of poverty reduction, job creation, and implementation of social security policies. However, there are still a number of agricultural cooperatives operating on a small scale, have not yet built a linkage chain, and the ability to mobilize capital of member households is low; the majority of cooperative staff have not received professional training, so the management of cooperative activities is still limited.
In order to effectively implement the Program to support the development of collective economy and cooperatives in the province for the period of 2021-2025 according to Decision No. 729/QD-UBND dated November 11, 2021 of the Provincial People's Committee, in the coming time, departments, branches, and localities will focus on doing a good job of consulting and guiding the charter, records, and procedures for establishing and registering cooperative activities. Strengthening and innovating the management organization; implementing policies on tax, insurance, land, and credit for cooperatives to implement production and business models associated with the value chain, developing OCOP products; promoting trade promotion activities, expanding the market for goods consumption.
