According to the Ministry of Information and Communications, from 2011 to present, Vietnam has gone through two stages of developing online public services. However, the implementation is uneven among ministries, branches and localities. Some localities have achieved very high rates of up to nearly 70%, however, many localities still have very low rates.
In phase 3, ministries, branches and localities need to achieve the goal of developing online public services throughout the process. Specifically, by 2025, for ministries and branches, the rate of online records throughout the process will reach at least 85% and for localities, at least 70%.
In Lao Cai, implementing the "National Digital Transformation Program to 2025, with a vision to 2030", the province has concretized it with a key project and a thematic resolution. Currently, the province's system has integrated all 1,655 public services onto the National Portal, reaching 100%; it is one of the top 17 provinces and cities with an online application submission rate of 50% or more; the digitization rate of documents and administrative procedure settlement results reached 68.7%...

Concluding the conference, Prime Minister Pham Minh Chinh requested all levels, sectors and localities to seriously and proactively take part; especially leaders to strengthen leadership, direction and administration to synchronously, scientifically and effectively implement digital transformation tasks, especially public services; focus on perfecting institutions, policy mechanisms, promptly amending and supplementing shortcomings and limitations, creating a legal corridor for implementation; continue to cut and simplify administrative procedures to the maximum; pay attention to developing information technology infrastructure, all for the goal of fast, comprehensive and sustainable digital transformation.
