Improving professional ethics and social media use among journalists

According to Permanent Vice President of the Vietnam Journalists Association Nguyen Duc Loi, after 6 years of implementation, the 2016 Press Law, with 10 Articles regulating professional ethics and Rules for using social networks for Vietnamese journalists, has received many positive reviews from ministries, branches, localities, press agencies and public opinion. The Law and documents guiding its implementation create a legal corridor for press activities and related activities to develop remarkably, and the people's freedom of the press and freedom of speech in the press are guaranteed and promoted within the framework of the Constitution and Law.

Since the implementation of the 2016 Press Law and the 10 Articles regulating the professional ethics of Vietnamese journalists, the press has made strong progress in terms of quantity, scale as well as innovation, improvement of quality and effectiveness of information and propaganda work. To date, the Vietnam Journalists Association has 24,900 members operating in 301 Association organizations, including 63 provincial and municipal Journalists Associations, 20 Inter-Associations and 218 Central-affiliated Associations.

The team of journalists across the country has matured, become steadfast, and confidently mastered technology, applied practical life experience and theoretical foundation, created excellent journalistic works, and made important contributions to the cause of building and defending the country.

Along with the achievements, press activities still have some shortcomings and inadequacies. The phenomenon of press agencies not implementing their principles and purposes properly, and providing false information tends to increase. Journalists - members exploiting and using social networks for non-professional purposes, behaving and speaking without standards, violating ethical standards and even violating the law is becoming an issue of great concern not only to the press but also to public opinion...

From the perspective of a political - social - professional organization of journalists, the Vietnam Journalists Association coordinates with the functional agencies of the Central Propaganda Department and the Ministry of Information and Communications to strengthen measures to prevent and handle violations.

At the Conference, delegates made presentations stating: The role of the Journalists Association at all levels is still limited, not really proactive in handling violations of professional ethics and the Code of Conduct for Social Network Use by Vietnamese journalists as well as speaking up to evaluate and rank the professional expertise of press agencies to contribute to improving the position of the Association's work and the quality of journalism. The mechanism of the apparatus and human resources of press agencies revealed many limitations. Digital transformation of journalism is an urgent issue but the ability of journalists to respond is not high. The facilities serving production are not synchronous and patchy...

Delegates proposed key tasks and solutions such as: Amending and supplementing Article 8 of the Press Law in the direction of enhancing the role and responsibility of the Vietnam Journalists Association in educating and fostering professional ethics for journalists; regularly monitoring, supervising, inspecting and concluding violations of professional ethics and strengthening the handling of violations by members and journalists; having additional regulations on the Journalists Association and press agencies in political and ideological education, training, fostering professional expertise and journalism skills.

Delegates suggested that, along with regulations on journalists and resident reporters, it is necessary to supplement strict regulations on representative offices, duties and powers of collaborators at representative offices in localities to avoid loopholes in coordination with localities in collecting and providing information. The Central Propaganda Department, the Ministry of Information and Communications, and the Journalists Association at all levels should closely coordinate in directing and managing press activities; educating, training, and building a team of reporters and editors with steadfast character, clear ethics, and civic awareness and responsibility in professional activities.

Along with that, press agencies thoroughly grasp, comply with and strictly implement the Party's regulations and State laws on press work, press activities, 10 regulations on professional ethics for Vietnamese journalists, Rules for using social networks for Vietnamese journalists; propose and recommend solutions to overcome difficulties and obstacles in the process of implementing press laws and related laws to improve operational efficiency, successfully fulfill the mission of revolutionary press, maximize their advantages in orienting and leading social information...
