In recent times, the development of the supervision program of the Provincial National Assembly Delegation has always closely followed the Resolution on the annual supervision program of the National Assembly and the actual situation of the province. The organization of supervision has been innovated, conducted proactively, positively and effectively, in accordance with the provisions of the Law on Supervision Activities of the National Assembly and People's Councils.

Recently, the monitoring delegation of the National Assembly Delegation of Thanh Hoa province, led by Comrade Mai Van Hai, member of the Provincial Party Committee, Deputy Head of the National Assembly Delegation of the province, conducted a thematic monitoring program on the implementation of policies and laws on innovation of the organizational and management system, improving the quality and efficiency of operations of public service units in the period of 2018-2023 at the Department of Culture, Sports and Tourism, Department of Agriculture and Rural Development and Tho Xuan, Ngoc Lac, Nong Cong districts, Thanh Hoa city. Through monitoring, the delegation pointed out shortcomings and limitations, such as: the staffing quota and the number of employees in most assigned public service units are still low, some units still lack human resources compared to the requirements of the tasks (education field), so the implementation of the staff reduction policy still faces many difficulties; the conversion of public service units to full financial autonomy or partial financial autonomy of regular expenditures has not met the requirements; The ability to socialize public services is still limited, the achieved efficiency is low and unstable... On that basis, the monitoring delegation requested units and localities to overcome limitations and shortcomings; at the same time, made recommendations to functional agencies and localities to take timely remedial measures.

In order for thematic supervisions to be effective, the Provincial Delegation of National Assembly Deputies focused on studying records and documents related to the supervision content, developing plans and clearly identifying specific contents that need to be focused on supervision, in order to create the best conditions for members of the supervision delegation to deeply study and analyze issues of concern. In particular, before each supervision, members of the supervision delegation proactively learn about the implementation of policies and laws in the units and sectors under supervision, in order to select many locations for field surveys. The supervisions are not spread out, but focus on places where there are problems that need to be considered or typical places; approaching from many different aspects to collect evidence, identify, and clearly analyze what is good and what is not good...

With careful preparation and a focused, key monitoring process, information collected and analyzed fully and deeply, up to now, the thematic monitoring of the Provincial National Assembly Delegation has contributed to innovation, improving the quality and efficiency of operations. Many monitoring sessions have met the expectations of voters and people, such as: monitoring fiscal and monetary policies to support the socio-economic recovery and development program; monitoring investment policies for the project to build a number of expressway sections on the North-South Eastern route in the period of 2017-2020 to the end of 2023; implementation of policies and laws on practicing thrift and combating waste... At the monitoring sessions, the leaders of the Provincial National Assembly Delegation and the National Assembly Deputies were very responsible, actively participating in giving practical, correct and accurate opinions for the purpose of thematic monitoring. At the same time, through supervision, the leaders of the National Assembly Delegation and the provincial National Assembly Deputies reflected more deeply and specifically, providing accurate information on local issues that need attention related to the supervision content that the supervision delegation recorded, accepted and made recommendations and proposals to the National Assembly, the Government, ministries and branches to amend policies and laws to perfect the State's legal policy system. In particular, the delegation's supervision conclusions were all issued by the Provincial People's Committee and assigned to relevant units and localities for implementation.

It can be affirmed that the innovation of content and methods of operation, focusing on strengthening the supervision and thematic supervision of the National Assembly Delegation and Provincial National Assembly Deputies, has brought about many encouraging results. Thereby, it has discovered and recommended relevant levels and sectors to resolve existing problems, overcome limitations and shortcomings in the supervised fields, and at the same time contribute to promoting socio-economic development, meeting the expectations of voters and local people.
