Improve the quality of communal-level cadres and civil servants

Over the past time, the team of communal-level cadres and civil servants in Hoa Binh province has gradually developed in quantity and quality. However, the increasing demand for streamlining the apparatus and improving work efficiency and effectiveness is posing many requirements and challenges for the team of communal-level cadres and civil servants in the province.

After the arrangement of administrative units according to Resolution No. 830 of the National Assembly Standing Committee, from 210 communes, wards, towns, 11 district-level administrative units, the province now has 151 commune-level administrative units, a decrease of 59 units, equivalent to 28% compared to before. At the time of implementing the merger of commune-level administrative units, the whole province had a surplus of 1,053 civil servants and 745 non-professional cadres at the commune level. Up to this point, the arrangement and settlement of surplus regimes for commune-level cadres after the merger has been completed. The whole province currently has 3,206 commune-level civil servants and public employees; 9% have professional qualifications below college level, 6% have college level, 83% have university level and 2% have post-university level; primary political theory level accounts for 9%, intermediate level accounts for 73%, advanced level and bachelor's degree account for 1%.

Regarding the current key leadership team at the commune level, the Commune Party Executive Committee has 2,093 comrades, of which 3.2% have college degrees, 83.3% have university degrees, 3.5% have post-graduate degrees, 10% are intermediate and untrained; 9.2% have elementary political theory degrees, 86.4% have intermediate degrees, 4% are advanced and bachelor degrees, and 0.4% are untrained. The Commune Party Standing Committee has 641 comrades, of which 3% have college degrees, 91% are university degrees, 6% are post-graduate degrees; 91% have intermediate political theory degrees, 9% are advanced and bachelor degrees.

Statistics show that the professional qualifications of communal-level civil servants are generally lower than the average of civil servants at all levels. These are statistics based on diplomas and certificates, but in reality, many communal-level civil servants are only at the "hands-on" level, so when advising on state management work and handling administrative procedures, they are still confused, leading to violations that cause resentment and complaints among the people.

According to the assessment of the Provincial Party Committee's Organization Board, the management, operation and professional task performance capacity of some cadres have not really met the requirements, especially in leading the implementation of socio-economic development tasks. The results of socio-economic development targets at the commune level in the province in the past time have only achieved and exceeded 90% of the set targets. The application of policies and guidelines to the specific conditions of each locality and unit is not flexible. A small number of cadres have not yet grasped the assigned functions, tasks, and authorities and legal regulations, and their work is still subjective and emotional, with low quality and efficiency, and even violations of the law. Since the beginning of the term, the whole province has inspected and detected cadres and party members who violated the law and disciplined 909 party members, including 497 commune-level cadres.

Faced with that reality, the province has strengthened solutions such as training and fostering, especially implementing the rotation of commune cadres. According to statistics, implementing Regulation No. 98-QD/TW, dated October 7, 2017 of the Politburo on the rotation of cadres, in the period 2020 - 2025, the whole province has rotated 135 cadres, including 31 district cadres to communes, 30 cadres from one commune to another; transferred 170 cadres, including 3 district cadres to communes, 5 commune cadres to districts, 45 cadres from one commune to another. Implementing Regulation No. 65-QD/TW, dated April 28, 2022 on cadre rotation, the whole province has rotated 259 cadres, of which 27 were from district to commune, 11 were from commune to district, 27 were from commune to commune; 150 cadres were transferred, of which 3 were from commune to district, 24 were from commune to commune.

The mobilization and rotation of cadres have made an important contribution to improving the quality of the communal-level cadres. Discussing this issue, Comrade Bui Van Hai, Chairman of the People's Committee of Yen Thuy district, said: Recognizing the important role of communal-level cadres, Yen Thuy district has implemented synchronous solutions to improve the quality of communal-level cadres. In which, focusing on implementing the rotation of cadres, especially district cadres to communes. Currently, the district has 235 communal-level cadres, 10 cadres with master's degrees, 204 with university degrees, 5 with college degrees, 6 with intermediate degrees. 5 cadres with advanced political theory degrees, 167 with intermediate degrees, 48 ​​with elementary degrees. There are 3 main specialists, 205 comrades with specialist degrees and equivalent. In particular, the quality of cadres in some communes in difficult areas such as Lac Sy, Bao Hieu... has been significantly improved, each commune has 2 cadres with master's degrees. Thereby contributing significantly to the effective implementation of the task of managing socio-economic development and ensuring security and defense in localities.

Commune-level civil servants are those who work in the commune-level government apparatus - the level closest to the people, who directly organize and implement, put the Party's guidelines and the State's laws into practice, receive, resolve or make recommendations to higher levels on the people's thoughts and aspirations. Improving the quality of commune-level civil servants is a key task, in order to meet the requirements of the country's innovation, both a fundamental, long-term goal and a regular, urgent task in the current situation, especially in the revolution of streamlining the organizational apparatus.

In addition to promoting the rotation and supplementing of qualified cadres at the commune level, practice shows that localities need to develop plans to train and foster commune-level cadres who do not meet the prescribed standards. At the same time, there should be a timely reward and incentive system for cadres who have completed their tasks well or better, as well as strictly handle cadres who show signs of decline in political quality, ethics, lifestyle, weak capacity, and failure to complete their tasks. Conduct surveys and evaluate the team of commune-level cadres to remove from the apparatus those who are of poor quality and do not meet the standards, and clean up the commune-level political system.
