Focus on restructuring the tourism industry towards professionalism, modernity and synchronization. Promote the formation and construction of service infrastructure in existing tourist areas and key urban areas in the province. Promote human resource training and digital transformation in the tourism industry, develop smart tourism with effective operation based on the application of modern science, technology and digital technology platforms. Develop sustainable tourism, limit impacts on the environment and ecosystems, associated with promoting the cultural and natural values typical of Nam Dinh province. Focus on developing cultural tourism products associated with preserving and promoting the values of cultural heritage, history and traditions; combined with exploiting the strengths of local cuisine, forming unique tourism products, contributing to building the brand of Nam Dinh tourism. Focus on managing tourism resources associated with environmental protection, biodiversity conservation, responding to climate change and natural disaster prevention, ensuring sustainable development goals.
Focus on developing tourism types including: natural ecotourism; cultural, historical, religious tourism; resort and entertainment tourism; community tourism; thematic tourism with synchronous, modern and professional service infrastructure. By 2030, Nam Dinh tourism will strive to become an important economic sector, contributing positively to the socio-economic development of the province, promoting the development of other economic sectors; making an important contribution to hunger eradication and poverty reduction; ensuring social security, safety and national defense.
In addition, develop tourism space with 04 key tourism areas: Nam Dinh city and vicinity (including the city and My Loc and Nam Truc districts); Cao Bo area (including districts of Y Yen and Vu Ban) associated with the historical relic complex of Phu Day, Goi mountain, Tien Huong mountain; Rang Dong - Thinh Long tourist area associated with Ninh Co Economic Zone and the entire coastal strip of Nghia Hung and Hai Hau districts; Giao Thuy area (including districts of Giao Thuy, Truc Ninh and Xuan Truong) associated with Xuan Thuy National Park and Giao Thuy coastal area.

Inter-provincial and international tourist routes: Routes from Nam Dinh - Hanoi - the provinces of the Red River Delta, the Northern Coast, the whole country and internationally. These routes mainly exploit the source of visitors to Nam Dinh or vice versa via existing national highways, waterways, railways and airways in the Red River Delta and the Northern Coast.

The planning ensures compliance with the provisions of law and does not use protective forest land, rice land, ensuring requirements on national defense, security, order, social safety, public health, environmental protection, natural resources, historical and cultural relics, and scenic spots. Specifically as follows: Thinh Long golf course complex service and resort area in Thinh Long town, Hai Hau district; Giao Thuy eco-resort urban tourism area (a complex of housing, commerce, resort services, tourism, sports, golf courses, etc.); resort, sea bathing, sports, golf and high-class entertainment area in Bach Long commune, Giao Thuy district.
Encourage the development of travel services, striving to have about 30 travel agencies operating domestic and international travel by 2030. Encourage the development of accommodation services, developing accommodation facilities for tourists, striving to reach about 10,000 beds by 2030. Encourage the development of services such as entertainment; information, guidance and other services such as sports; shopping; finance, banking, ... these are supplementary but important services serving tourism. Encourage the development of food and beverage services, souvenir sales, forming a system of high-quality restaurants serving tourists.
At the same time, promote investment in essential infrastructure serving tourism on the basis of creating conditions to attract private investment and public-private partnership. Complete local policies to encourage investment in tourism infrastructure such as tax policy, land policy, credit policy, etc. Reform administrative procedures, create open and effective mechanisms. Focus on improving the investment environment, focusing on site clearance. Complete transport infrastructure, electricity system, water supply and drainage, environmental improvement, etc. Strengthen promotion and advertising of local tourism associated with the cultural and natural values of Nam Dinh province to attract tourists and investors.
