On the afternoon of January 14, speaking with VietNamNet reporter , Permanent Vice Chairman of Nam Dinh Provincial People's Committee Tran Anh Dung said that with the desire to share with the people and local authorities in the work of site clearance, Xuan Thien Group Joint Stock Company has committed to supporting the cost for households returning land for the project at the rate of 30 million VND/ha.
"This amount will be transferred to the account of the Compensation Council of Nghia Hung district for payment," Mr. Dung informed.
According to the Standing Vice Chairman, the investment project of Xuan Thien Group Joint Stock Company in Con Xanh area, Nghia Hung district is a driving force project, contributing to the economic and labor restructuring, increasing revenue for the State budget, improving the economic life of the people...
In the past time, the Provincial Party Committee, the Provincial People's Committee, agencies, departments, branches, the District Party Committee, and the People's Committee of Nghia Hung District have focused on leading and directing the implementation of land acquisition and site clearance procedures to hand over to the Investor to implement the project according to regulations. However, the implementation of site clearance and site clearance work still faces many difficulties and obstacles.
Together with the determination and direction of the Provincial Party Committee, Provincial People's Committee, Departments and branches, the company has strived to complete the procedures to be ready to implement the project.
Up to now, for the investment project to build the Xuan Thien Nam Dinh precast concrete component factory, the company is the investor. A land lease contract has been signed for the entire project and land has been allocated outside the Con Xanh dike.
Previously, on October 20, 2023, the People's Committee of Nghia Hung district issued a notice (first time) on the relocation of assets and termination of aquaculture activities in the Con Xanh area, Nghia Hung district.
On November 1, 2023, Nghia Hung District People's Committee issued a second notice about this relocation.
The notice clearly states: “The entire area of aquaculture ponds in the Con Xanh area has expired contracts, has been liquidated or terminated” and “requests that collectives, individuals, and households that are raising aquatic products in the Con Xanh area urgently clear all assets, crops, livestock, and aquatic animals out of the Con Xanh area, and return the clean land to the People's Committees of the communes for management in accordance with the provisions of law”.
Most recently, on January 10, 2024, the People's Committee of Nam Dinh province assigned the Electricity Company to announce the plan and roadmap for stopping power supply; Nghia Hung Irrigation Works Exploitation Company Limited stopped supplying water to land areas in the Con Xanh area where the land lease term has expired according to regulations.
According to Mr. Dung, identifying this as the province's key task in 2024 with a spirit of determination, drasticness, solidarity and unanimity, the Nam Dinh Provincial Steering Committee for Land Acquisition and Clearance agreed on the political determination to implement the project group in accordance with the planning, schedule and roadmap.
At the same time, agree on the land acquisition plan to hand over to investors in the direction of: Resolutely carrying out land recovery in accordance with legal regulations and ensuring understanding and reason.
It is known that on January 15, the People's Committee of Nam Dinh province will organize the 4th dialogue with representatives of aquaculture households in the Con Xanh area. Chairman of the People's Committee of Nam Dinh province Pham Dinh Nghi will participate in this dialogue.
