According to Decree 116/2020/ND-CP, from November 15, 2020, teacher training students will receive state support for tuition fees equal to the tuition fees charged by the teacher training institution where they study. At the same time, teacher training students will receive state support of VND 3.63 million/month to cover living expenses during their time studying at school.
The period of support for tuition and living expenses is determined based on the actual number of months of study at school according to regulations, but not exceeding 10 months/school year.
In case of teaching under the credit system, the teacher training institution can convert the support level to match the credit system. The total support cost for the entire course under the credit system shall not exceed the support level prescribed for the course by academic year.
According to the Ministry of Education and Training (MOET), after Decree 116 was issued, in recent years, the number of candidates and parents interested in teacher training majors has increased, the rate of candidates registering for admission, admission scores and the rate of candidates enrolling in teacher training majors have increased sharply compared to other majors and training fields.
However, the implementation of Decree 116 still has difficulties and problems from ordering methods, assigning tasks, bidding; allocating support funds for pedagogical students to monitoring the recovery of compensation funds,...
According to statistics over 3 years of implementation, the rate of students who are ordered and assigned tasks by localities only accounts for 17.4% of the number of students enrolled and 24.3% of the total number of students registered to enjoy the policy. The number of localities that carry out task assignment, ordering, and bidding is 23/63 provinces and cities.
Thus, the number of students in the "social demand training" category, funded by the State budget, accounts for 75.7% of the number of students registered to enjoy the policy and 82.6% of the number of students enrolled.

However, after studying the benchmark scores in recent years, many candidates with 9 points/subject still failed the pedagogy major, Chau worried that it would be difficult to pass the exam to get into her favorite major.
Given the appeal of the pedagogical industry, Associate Professor Dr. Do Hong Cuong - Principal of Hanoi Capital University noted that candidates need to consider and carefully calculate when choosing a school and major.
Because in reality, through the admission work, Mr. Cuong witnessed a candidate who scored 26.25 points but still failed 16 wishes to enter the school and pedagogical major.
With high scores and few quotas, Associate Professor Dr. Do Hong Cuong believes that this is a “brain-weighing” problem for families. Parents and teachers at high schools need to advise and guide students so that they can make the best choice.
Many pedagogical schools have informed about their enrollment plans for 2025, in which some schools plan to eliminate the high school transcript admission method and increase enrollment quotas from separate exams.
Notably, Hanoi Pedagogical University 2 plans to organize an aptitude test for admission from 2025.
Meanwhile, information from Hanoi National University of Education said that in 2025, 22 universities will use the school's capacity assessment test scores for admission, an increase of 13 schools compared to last year.
