
GRDP growth rate is estimated at 7.1%, ranking 27th out of 63 provinces and cities nationwide and 4th out of 14 provinces in the Northern Midlands and Mountains region. In addition to effectively implementing the restructuring of agricultural production associated with support policies under the National Target Programs, in 2023, the industrial and construction sector is a bright spot in promoting economic growth; total social investment capital increased by 14.36% over the same period in 2022. The completion and re-operation of Dien Bien airport has created a highlight, opening up many opportunities for cooperation, development and tourism in the province.

Last year, the trade and service sectors had high growth rates; in which: Total retail sales of goods increased by 28.93%; revenue from tourism activities increased by 26.45%; total revenue from transportation activities increased by 45.12%; export turnover increased by 33.76%. The high school graduation rate in 2023 is considered the highest ever (reaching 99.51%). Poverty reduction and social security policies have many positive changes, especially the completion of 3,104/5,000 solidarity houses for poor households. The 2022 Administrative Reform Index score increased by 2 ranks compared to 2021 and is the highest ever; security and defense continue to be maintained...

Acknowledging the achievements, Provincial Party Secretary Tran Quoc Cuong also frankly pointed out the shortcomings and limitations in leadership, direction, management and implementation, leading to some targets not being achieved compared to the set plan. Specifically: The target on State budget collection in the area (only reaching 67.23% of the estimate); the disbursement rate of public investment capital, especially the capital source for national target programs, is low (only reaching 20.21%). The progress of site clearance, construction of some key projects and projects for auctioning and bidding for land use rights is slower than planned; the work of land allocation, forest allocation, and granting of forest land use right certificates has not been completed according to the direction of the Provincial Party Committee (The Resolution of the Provincial Party Committee requires completion in 2023). Political security and social order and safety still have potential complications: the number of crimes related to illegal drug trafficking and transportation is still high; Illegal religious activities, illegal religious propaganda, and the situation of petitions and complaints beyond the level of authority still occur... The Provincial Party Secretary emphasized that these are issues that the province needs effective and fundamental solutions to overcome in the coming time.
