
Although the province's GRDP economic growth rate of 7.1% in 2023 did not meet expectations (the plan was 10.5%), compared to the national average, it was still a positive result. In the context of 12/26 targets of the plan not reaching the target, at the group discussion session, the provincial People's Council delegates analyzed and clarified the limitations; thereby contributing solutions to focus on promoting economic growth and ensuring social security issues for the people.
According to many delegates’ assessments, last year there were limitations that were “barriers” in the implementation of tasks and fields. Especially the organization and implementation of programs and projects; disbursement of public investment capital; administrative reform; public service discipline… To effectively implement tasks, it is necessary to “break” these “barriers”.
Delegate Luu Trong Lu, Chairman of the Provincial Veterans Association, said that currently, the propaganda in the land clearance of the province still has many limitations. People in the affected areas, beneficiaries of works and projects, have very little information about the benefits they will receive, as well as the responsibilities they need to fulfill. Some cases do not grasp or understand, making demands that are not in accordance with regulations, or obstructing and causing delays. Therefore, it is necessary to strengthen communication work, to build core people at the grassroots level to closely follow and propagate. People must be informed, discussed and directly participate.

Sharing the same view, delegate Lo Van Mung, Chairman of the Provincial Vietnam Fatherland Front Committee, commented: Currently, the process of implementing site clearance work in the area still has many shortcomings and limitations. To speed up the progress of implementing works and projects, especially key works, it is necessary to remove obstacles in this work. Specifically, it is necessary to strengthen regular and continuous inspection and supervision; improve the capacity of cadres performing related tasks, especially grassroots cadres. In particular, the province is currently implementing many important tasks, works and projects towards the 70th anniversary of Dien Bien Phu Victory while the progress is not guaranteed. Therefore, it requires efforts, determination and a sense of responsibility from all levels, sectors, cadres, party members and people.
Some delegates assessed that administrative reform is one of the important factors contributing to the effective implementation of tasks. However, in reality, in some places and units, there are still limitations. Especially related to the staff and support departments. Therefore, the province and sectors need to be more proactive and have more effective solutions to promote administrative reform in public agencies, especially key sectors.
Currently, many voters are concerned about the planning, investment process, and repair of some constructions and projects at the grassroots level that are unreasonable, causing inadequacies and waste. Therefore, there needs to be a review and re-inspection of the items and constructions that are being invested in. In the long term, the province must have a specific and clear plan and the sectors, fields, and localities must closely follow it to implement the investment.

Delegate Nguyen Phu Duc, Culture - Social Committee of the Provincial People's Council, commented: The issue that many voters are concerned about now is employment. Although this work has received special attention from the province in the past, through many policies and support programs. However, through monitoring and situation assessment, it shows that in recent years, the rate of workers going to work in other provinces and cities spontaneously has increased. This leads to many risks for the workers themselves and is not sustainable. Most of the workers who go in this form are looking for freelance jobs, without skills or expertise... The delegate suggested that sectors and localities need to pay attention.
Also related to the issue of job creation, many opinions say that there are currently huge resources from national target programs. Therefore, it is necessary to take advantage of them by synchronously and effectively implementing national target programs and sustainable poverty reduction projects; focusing on mobilizing and integrating resources for poverty reduction, creating livelihoods and jobs for people.
Participating in the socio-economic development targets for 2024, some delegates are still concerned about targets related to: Budget collection, macadamia planting, new rural construction, national target programs...
