The Committee for Culture and Society reviewed 4 reports and draft resolutions.

In preparation for the 15th session, the Culture and Social Affairs Committee reviewed 4 reports and draft resolutions. Regarding the "Report on the results of handling voters' petitions before and after the 13th session of the 15th Provincial People's Council", delegates basically agreed with the draft content. It is requested that the Provincial People's Committee pay attention and direct the overcoming of shortcomings and limitations, ensuring the resolution of voters' petitions with quality and within the reported time schedule.

Regarding the draft Resolution on Adjusting and supplementing a number of contents of the Training Cooperation Project between Dien Bien province and the Northern Lao provinces, period 2021 - 2025, orientation to 2030 issued together with Resolution No. 128/NQ-HDND dated December 9, 2022 of the Provincial People's Council. The Committee agreed with the content of the adjustment to increase 5 targets for intermediate political theory training and reduce 5 targets for regular university training for Phoong Sa Ly and Luang Prabang provinces, Lao People's Democratic Republic. The Provincial People's Committee agreed with the Committee's proposal to organize a review and supplement the conditions of facilities and equipment for training for the number of international students from the Northern Lao provinces adjusted to increase according to the approved project after the Resolution was passed by the Provincial People's Council.

Regarding the draft Resolution on the list of revenues and collection levels, the revenue and expenditure management mechanism for educational support services of public educational institutions in the province. Basically, delegates agreed with the contents on the scope of regulation, applicable subjects; list of revenues and collection levels; revenue and expenditure management mechanism as in the draft. Agree to add the time of application of the resolution from September 1, 2024.

Reviewing the draft Resolution on the Regulations for awarding the Medal "For the cause of construction and development of Dien Bien province". Agreeing with the necessity and suitability of the draft, however, the Committee requested the Provincial People's Committee to explain and clarify the legal basis and practicality of the proposed regulations on time criteria for the subjects specified in Clause 2, Article 3; the legal basis and practicality of the proposal not to award the medal for the subjects specified in Point a, Clause 1. What is the reason for not yet stipulating that the subjects eligible for awarding the medal are People's Council delegates at all levels who have participated in People's Council activities but are not the subjects specified in Article 3?

Representatives of the Department of Home Affairs reported and clarified the audit contents.

After clarifying the issues, the delegates agreed on the discussed content. Thereby, the Culture - Social Committee consulted to review, edit and complete the reports and drafts to be submitted to the 15th Session of the 15th Provincial People's Council.
