Some issues after administrative unit arrangement in Nghe An

Commune People's Council unanimously agreed

Restructuring administrative units is a major policy of the Party and State to reduce the number of administrative units at district and commune levels; streamline the organizational apparatus, reduce staff, reduce state budget expenditures, improve the effectiveness and efficiency of the apparatus. More importantly, the reorganization is to expand the scale and development space, and improve the quality of people's lives.

The implementation of the policy of administrative unit arrangement in the period of 2023 - 2025 has created ideology, awareness and consensus among officials and people. This is demonstrated through the collection of voters' opinions on the arrangement plan in 92 communes, wards and towns in the province (except for 2 communes of Quynh Hau and Quynh Doi, Quynh Luu district, which have not yet collected opinions), reaching an agreement rate of 61.5 - 100%.

After completing the consultation of voters on the plan to rearrange administrative units; communes, wards and towns in the province organized People's Council meetings to approve the Project to rearrange administrative units at the commune level, period 2023 - 2025. Up to this point, 92 communes, wards and towns have completed People's Council meetings with the approval voting rate reaching from 78.94 - 100%.

The locality with the highest rate of commune-level People's Council delegates agreeing with the rearrangement project is Nghia Dan district, with 5/5 units implementing the rearrangement achieving 100% of People's Council delegates agreeing.

Nghi Loc district has 5/8 units achieving 100% agreement rate of People's Council delegates and the remaining 3 units achieving 95.24 - 96%.

Anh Son district has 3/4 units achieving 100% agreement rate of People's Council delegates and the remaining unit achieving 90.47%.

Yen Thanh district has 9/14 units achieving 100% agreement rate of People's Council delegates and the remaining 5 units achieving 90.4 - 95.8%.

Con Cuong district has 2/3 units with 100% agreement rate and the remaining unit with 88%.

Nam Dan district has 3/4 units with 100% agreement rate and the remaining unit has 92%.

Quynh Luu district has 9/15 units achieving 100% agreement rate and the remaining 6 units achieving 88.5 - 95%.

Hung Nguyen district has 2/6 units reaching 100% agreement rate of People's Council delegates; 4 units reaching 87.50-96%.

Thanh Chuong district has 10/16 units achieving 100% agreement rate of People's Council delegates and the remaining 6 units achieving 86.95 - 95.6%.

Dien Chau district has 5/10 units achieving 100% agreement rate of People's Council delegates and the remaining 5 communes achieved 88.46 - 95.83%.

Tan Ky district has 1/4 units with 100% agreement rate and 3 units with 78.94% - 94.12%.

Do Luong district has 2 units implementing the arrangement, reaching a rate of 92.14 - 95.65%.

Cua Lo town has 4/7 units reaching 100% of delegates agreeing and the remaining 3 units reaching 90 - 94.44%.

Vinh City has 7/9 units achieving 100% of delegates agreeing and the remaining 2 units achieving 85 - 96.15%.

Some issues to consider

Although the consensus rate of voters and People's Council delegates at the commune level is high on the Project on rearranging district and commune administrative units for the period 2023 - 2025, there are still concerns and concerns.

Voter Nguyen Dinh Hung, in Lang Dong, Hung Tan commune (Hung Nguyen), expressed his concerns regarding the settlement of debts in local basic construction investment after the merger into a new administrative unit; the change of related documents for people, especially the change of information on the Land Use Rights Certificate, needs to be done quickly to create conditions for people to borrow capital for economic development.

Also in Hung Nguyen district, voters of Hung Phuc commune raised concerns that when a commune that has achieved advanced new rural standards merges with a commune that has not achieved standards, it will be the responsibility of the people to contribute to building a new commune that meets advanced new rural standards, and will the province and district have separate support policies for the merged units?

In Quynh Luu district, Mr. Nguyen Xuan Dinh - Vice Chairman of the District People's Committee, Deputy Head of the Steering Committee for the arrangement of commune-level administrative units said: Of the 15 units that have implemented and completed the People's Council meeting to approve the arrangement policy, in 3 units, during the discussion, delegates expressed their opinions and raised some concerns.

Specifically, in Quynh Luong commune, delegates were concerned about the operational efficiency of the apparatus after the merger. At the same time, before the merger, the settlement of administrative procedures for the people was slow. When the two communes were merged, would this be guaranteed?

In Quynh Ba commune, concerns were raised about the implementation of administrative procedures related to the production land area merged into Cau Giat town; at the same time, authorities at all levels were requested to create favorable conditions for people to carry out administrative procedures after the merger.

Along with some of the above concerns, officials and people in units subject to administrative unit arrangement in the period 2023 - 2025 also raised issues related to the handling and use of public assets.

Some opinions suggested that the province and district need to clearly develop plans and roadmaps for arranging cadres and civil servants, in which attention should be paid to selecting and arranging heads of Party committees and authorities of communes after the merger to ensure that the right people are selected with qualifications, capacity, awareness, responsibility, dedication to the locality and truly care for the people's lives.

The biggest concern of the people after the merger is to have a quality leadership and management apparatus; to create many new development opportunities for the locality in general and for the lives of each person in particular. This is a requirement that requires all levels to consider, ensuring that localities after the merger have stronger and more comprehensive development; to focus and create the most favorable conditions for individuals and organizations that need to convert documents and not to collect fees and charges when converting due to changes in administrative boundaries (stipulated in Resolution No. 35 of the National Assembly Standing Committee).

According to the plan, the District People's Council must complete the meeting to vote on the Project on administrative unit arrangement in May 2024.

The Provincial People's Council will hold a meeting to approve the Project on rearranging administrative units at district and commune levels for the period 2023 - 2025 before June 10, 2024; on that basis, complete the Project and submit it to the Government before June 15 for appraisal and submission to the National Assembly for approval.
