Land leveling hinders progress of 3,500 billion road project in Quang Ngai

Nearly a year after construction began, the Hoang Sa - Doc Soi road project (Quang Ngai) is still sluggish as the construction value has only reached about 6%, and the clean site has been handed over about 20%.

Progress is slow due to land issues

In recent days, at the Hoang Sa - Doc Soi road project site, at locations where the clean land has been handed over, the contractor has arranged manpower and equipment for construction. However, the route is still quite quiet, with no clear signs of speeding up progress.

In Tinh An commune (Quang Ngai city), where the groundbreaking ceremony took place, the construction atmosphere was quiet, with only a few workers and machinery standing still. The section adjacent to National Highway 24B had workers working at a slow pace because the construction site was too narrow.

Along the main route through Quang Ngai City, Son Tinh and Binh Son, construction work is being affected by land clearance problems. People living in the project corridor said they have been informed about moving to the resettlement area, but the process of counting and making compensation plans is still delayed.

The most exciting part of the project is the section across Chau O River (Binh Duong Commune, Binh Son District). Contractor Khang Nguyen has arranged many machines and people to organize the construction of the bridge and approach road.

"Due to limited construction sites, we are focusing on the bridge items and some sections that have cleared land. We hope that the investor will soon hand over more land to speed up the progress," the contractor representative shared.

According to the report of the Quang Ngai Traffic Construction Investment Project Management Board, up to now, the Hoang Sa - Doc Soi road project has only disbursed 135 billion VND out of the total construction package value of 2,322 billion VND, equivalent to 6% of the contract value.

The investor representative said that the project progress was slower than planned. The reason was due to problems in the implementation process, in which the biggest problem was related to compensation and site clearance.

Most of the cleared land handed over for construction is mainly agricultural land, the rest is related to residential land, houses, and architectural items that have not been "touched" yet.

To date, localities have only handed over more than 32/164ha of land, reaching nearly 20% of the total land area that needs to be recovered for project construction. Of which, Binh Son district handed over 20.82/105.59ha; Son Tinh district handed over 0.5/15.89ha and Quang Ngai city handed over 10.89/43.04ha.

Thoroughly remove obstacles to speed up progress

Faced with this situation, Quang Ngai provincial leaders inspected the scene, worked with investors and localities to resolve difficulties.

At the meetings, the leaders of Quang Ngai province pointed out that the main problem is that compensation, site clearance, and resettlement have encountered many difficulties. The reason is that the 2024 Land Law has just been issued, and localities have not yet completed the work of approving specific land prices.

The leader of the Quang Ngai Traffic Construction Investment Project Management Board said that to ensure project progress, localities where the project passes through must urgently approve specific land prices according to the provisions of the 2024 Land Law, as a basis for approving compensation plans, relocating people and resettlement to have clean land to hand over to the construction contractor.

Regarding material mines, out of 9 planned sand mines, so far only 3 have been licensed for exploration, the remaining 6 have not completed procedures. Out of 9 dumping sites, only 6 have been approved but only 1 is eligible for use.

The investor recommended that the province remove obstacles regarding material mines to soon put them into operation to serve the project.

To remove the obstacles, Mr. Ngo Van Dung, Director of the Quang Ngai Traffic Construction Investment Project Management Board, requested the Quang Ngai Provincial People's Committee to direct the Department of Natural Resources and Environment to continue construction and support construction units to soon complete the procedures for granting sand mining licenses.

At the same time, Son Tinh and Binh Son districts and Quang Ngai city need to speed up the approval of specific land prices and completely resolve problems related to resettlement areas.

According to Mr. Dang Ngoc Huy, Head of the Steering Committee for Key Projects of Quang Ngai Province, to ensure progress, departments, branches and localities need to strengthen coordination, review and handle difficulties in compensation and site clearance. In particular, priority should be given to completing compensation for agricultural land first to speed up site clearance for projects.

Vice Chairman of Quang Ngai Provincial People's Committee Tran Hoang Tuan requested investors, contractors, and localities to participate with the highest spirit.

At a recent meeting with the investor, Vice Chairman of Quang Ngai Provincial People's Committee Tran Hoang Tuan emphasized: Resolving difficulties and speeding up project construction progress is an important and urgent task at present.

In the spirit of overcoming difficulties, the investor directed the contractors to speed up the construction progress, determined to complete the projects on schedule to put them into use to serve people's lives, promote the effectiveness of budget capital, and create momentum for socio-economic development of the province. During the implementation process, if any problems arise beyond the authority, they will be reported to the Provincial People's Committee for direction and resolution.
