Currently, the area applying the minimum wage is divided into 4 regions, in which, workers in region 1 have the highest minimum wage of 4,960,000 VND/month.

The minimum wage for employees is being implemented according to Decree 74/2024 of the Government dated June 30, 2024, stipulating the minimum wage for employees working under labor contracts.

Accordingly, the minimum monthly wage in region 1 is 4,960,000 VND/month; region 2 is 4,410,000 VND/month; region 3 is 3,860,000 VND/month; region 4 is 3,450,000 VND/month. The minimum hourly wage in region 1 is 23,800 VND/hour; region 2 is 21,200 VND/hour; region 3 is 18,600 VND/hour; region 4 is 16,600 VND/hour.

Decree No. 74 also provides a detailed list of areas where the minimum wage applies, in which workers in region 1 have the highest monthly minimum wage of VND 4,960,000/month, including the following areas:

In Hanoi, the districts of Cau Giay, Thanh Xuan, Hoang Mai, Dong Da, Ha Dong, Hai Ba Trung, Ba Dinh, Hoan Kiem, Long Bien, Tay Ho, Nam Tu Liem, Bac Tu Liem and the districts of Gia Lam, Dong Anh, Soc Son, Thanh Tri, Thuong Tin, Hoai Duc, Thach That, Quoc Oai, Thanh Oai, Me Linh, Chuong My and Son Tay town belong to Hanoi city.

In Ho Chi Minh City, districts: 1, 3, 4, 5, 6, 7, 8, 10, 11, 12, Tan Binh, Tan Phu, Binh Tan, Binh Thanh, Go Vap, Phu Nhuan, Thu Duc City and districts: Cu Chi, Hoc Mon, Binh Chanh, Nha Be.

In Quang Ninh, the cities: Ha Long, Uong Bi, Mong Cai and the towns of Quang Yen and Dong Trieu.

In Hai Phong City, including districts: Thuy Nguyen, An Duong, An Lao, Vinh Bao, Tien Lang, Cat Hai, Kien Thuy of Hai Phong City;

Hai Duong city belongs to Hai Duong province.

Dong Nai Province: Bien Hoa City, Long Khanh City and districts: Nhon Trach, Long Thanh, Vinh Cuu, Trang Bom, Xuan Loc, Thong Nhat.

Binh Duong province includes the cities: Thu Dau Mot, Thuan An, Di An, Tan Uyen, Ben Cat and the districts: Bau Bang, Bac Tan Uyen, Dau Tieng, Phu Giao.

Vung Tau city, Phu My town in Ba Ria - Vung Tau province; Tan An city and districts: Duc Hoa, Ben Luc, Can Giuoc in Long An province.

Decree 74/2024/ND-CP also clearly states: Employers operating in areas with a change of name or administrative division shall temporarily apply the minimum wage prescribed for the area before the change of name or administrative division until the Government has new regulations.

Employers operating in a newly established area from one or more areas with different minimum wages shall apply the minimum wage according to the area with the highest minimum wage.

Employers operating in a provincial city newly established from one or more localities in region 4 shall apply the minimum wage prescribed for the remaining provincial cities.

To update the areas applying the minimum wage as well as prepare a proposal to the Government on adjusting the minimum wage, the Ministry of Home Affairs has requested the Chairman of the People's Committee of the province or centrally-run city to direct the state management agency on labor in the locality to coordinate with relevant departments and branches to review and update the names of the areas applying the minimum wage, especially the district-level administrative units that have been reorganized.

According to the plan to implement the tasks of March, the Ministry of Home Affairs said it will focus on preparing the content on adjusting the minimum wage, especially related to the zoning of the minimum wage to suit the changes in administrative areas when implementing the arrangement of administrative units.
